Mission and objectives

The UNFPA, United Nations Population Fund, promotes gender equality, reproductive health, youth empowerment. The organization was created in 1969, the same year the UN General Assembly declared “parents have the exclusive right to determine freely and responsibly the number and spacing of their children”. Together with partners, UNFPA works in 150 countries, and in Ukraine since 1997. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA in Ukraine works for: • creating conditions in which every young person can fulfil the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life; • conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people; • combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and anti-discrimination expertise of school textbooks); • providing information and services to gender-based violence survivors through the creation of crisis centres, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.

Context

In accordance with the organizational mandate and national development priorities of Ukraine, the United Nations Population Fund implements a country programme of technical assistance to Ukraine. The programme focuses on the needs of adolescent girls, young people with disabilities and those who have suffered from armed conflict, as well as key populations for HIV prevention. UNFPA is implementing its GBV (gender-based violence) Prevention and Response Programme, which strengthen the national GBV prevention and response system, develop functional intersectoral coordination and accountability mechanisms and enhance institutional capacities at the national and regional levels to ensure that majority of gender-based violence survivors seek and have access to good quality survivor-centred services, and Ukrainian society has zero tolerance to GBV. Under GBV Prevention and Response Programme, the Project “Cities and Communities free from domestic violence” will aim to target 30 municipalities across the country to develop a comprehensive localized model of GBV service provision in accordance with the national legislation and policies and to meet the requirements of the Essential Services Package for women and girls subject of violence. Various forms of technical assistance, including innovation and knowledge transfer, and sharing of good practices from neighboring countries will be extended to target municipalities. It is expected that each municipality will establish local inter-sectoral working groups, conduct needs analysis and develop costed actions plans for the establishment of a set of specialized services for GBV survivors such as shelter and /or day care crisis centers, mobile team(s) and referral systems to appropriate and functional health, police and legal assistance support services. Experiences will be documented and presented as guidance tools for dissemination and further replication by municipalities across the country. Aiming to develop effective GBV response and prevention systems (at the national and local levels), the project contributes to improving safety of women and girls, and thus, their willingness to participate in community life, including in conflict-affected communities. Women’s engagement and empowerment in community dialogue, including in displacement, is essential for laying a strong foundation for recovery and sustainable peace and development. Since the start of the war in Ukraine, more than 10 million people had been forcibly displaced with more than 7 million fleeing to the neighboring countries out of which the majority are women and children. GBV risks sharply increased due to military activities, massive displacement of population and deteriorating security situation in a country where prevalence of various forms of GBV was already high (the 2018 OSCE survey revealed two thirds of women experiencing either sexual, physical or psychological violence since the age of 15 years) before the war. With the growing number of reports and anecdotal evidence on conflict related sexual violence, threats of trafficking for sex, sexual harassment and other forms of violence, strengthening coordination for GBViE prevention and response was prioritized by the UNFPA. While National UN Volunteer will promote all intervention of GBV Prevention and Response Programme, supporting the development of comprehensive municipal systems of GBV prevention and response in target cities will be the top priority.

Task description

Within the delegated authority and under the supervision of GBV Program Manager or her designated mandated representative(s), the National UN Volunteer will: •Contribute to implementation of GBV programme activities, in particular the Project “Cities and Communities free from domestic violence” providing overall support to programme and field consultants, coordinators, experts, etc. •Provide logistical support to programme activities (missions, study tours, trainings, presentations, conferences, workshops, other interventions) including travel arrangements, accommodation, organize the venue, collect supporting documents and reports; assist in preparation of Terms of Reference (TORs) for project assignments, tenders, communication and support with partners and providers and paying for their services; •Draft, translate and send letters, meeting minutes and other documents necessary for programme management, provide help with preparation of the presentations as may be assigned by office management; •Facilitate Individual Consultants recruitment processes, collect the documentation required for the hiring and contract extension and other related procurement actions, including reports; •Assist with programme procurement and planning, ensure procurement is conducted in accordance with UNFPA Procurement Procedures; •Collect, register and maintain information on field activities, and contributes to the preparation of the progress reports; •Assists in producing media materials for placement in UNFPA social media and website. Results/expected outputs: As an integral UNFPA team member, the candidate will provide efficient, timely, responsive, client-friendly and high-quality support to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: •Substantive support to GBV Programme, in particular its stream “Cities and Communties free from domestic violence, in implementing planned activities and expanding its partnership network •Detailed monitoring table of project implementation in 30 target municipalities is developed and kept updated with comprehensive progress inputs •Project activities in 30 target municipalities are conducted within agreed timeframe and allocated budget, achieving results outlined in GBV Programme Implementation Plan •Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
