Standard Job Description

Senior Communications Assistant Organizational Setting and Work Relationships The Senior Communications Assistant is normally supervised by a Communication Officer or other position as decided by the senior management in the area of responsibility. The supervisor provides the incumbent with regular guidance. The incumbent will have frequent contacts involving the exchange of a wide range of information with colleagues within UNHCR as well as media, international organizations, academic institutions and private individuals. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Regularly monitor media and local situation regarding UNHCR. - Follow-up on administrative and logistical arrangements to organise press briefings and other events, such as workshop and conferences. - Contribute to the production of information materials for public awareness campaigns and for the preparation of in-house bulletins, newsletters and information kits by contributing to articles, reports and other information gathered from various sources. - Liaise with printers concerning brochures and publications published by the office. - Draft routine correspondence and texts for the office's website and maintain information databases. - Compile and distribute a daily news clipping service. - Distribute press statements and similar information to media, to other offices locally as well as to Headquarters. - Maintain up-to-date filing system and appointments diary. - Perform other related duties as required. Operational Context UNHCR Colombia.

Colombia is the country most impacted by the outflow of over 7.1 million Venezuelan refugees and migrants, hosting over 2.4 million Venezuelans, the majority of whom in the process of regularization. In addition, and despite the 2016 Peace Agreement, conflict and armed violence continue to uproot Colombians (an estimated 842,000 people have been newly displaced by the internal conflict since November 2016) and, in a growing and worrying trend, also Venezuelans and people of other nationalities.

Over 2.3 million Venezuelans who live in Colombia have registered to benefit from the Temporary Protection Status (TPS), issued by the Government of Colombia in February 2021. The TPS provides a 10-year protection status and access to a full range of rights including healthcare, education, formal employment, and financial inclusion. More than 1.5 million permits have been delivered, however challenges remain in terms of access to rights and services. Xenophobia against Venezuelans persists, as misinformation and the perceptions that Venezuelans will take away job opportunities from Colombians, fuel general discontent. UNHCR supports the TPS roll-out and believes it is a promising pathway for addressing the vulnerable situation of Venezuelan refugees and migrants, and to contribute usefully to Colombia´s economy. UNHCR continues to work towards durable solutions.

The UNHCR Sub Office Caribbean region covers the departments of La Guajira, Cesar, Magdalena, Atlántico, and Bolivar. According to Migración Colombia approximately 641.892, or 22% of the Venezuelan refugees and migrants of Colombia reside in these 5 departments. Furthermore, the region is home to a growing number of returnees, with a high percentage of ethnic populations, especially Wayuu.

The Caribbean region has a multidimensional poverty average of just over 30 percent, whereas the national average is 16 percent. However, the region is characterized by its diversity, where La Guajira has an average multidimensional poverty of 48,7 percent of its population, with the municipality of Uribia reaching 92%, and the city of Barranquilla in Atlántico slightly below the national average with 17,4 percent.

UNHCR sub office is based in Riohacha, with a field office in Barranquilla and a field unit in Maicao. The Snr. Communications Assistant, based in Riohacha, is supervised by the Head of Sub Office, with technical supervision from the External Relations and Reporting Officer, and the Communications team in Bogota. The incumbent works quite independently on regular assignments with an oversight from the supervisor. S/he keeps frequent contacts with staff at various levels in the office and occasionally with staff at the same level in other duty stations and/or Headquarters; with media, local suppliers, NGO, implementing partners, embassies, and UN agencies. The incumbent, depending on the organizational structure and location, may also be required to provide support in executing a range of communications activities in the fields of news and media relations, multimedia content production, social media engagement, video production, Goodwill Ambassadors and other influencers, public outreach and campaigns, fundraising, analytics, and brand. The incumbent may also be required to help strengthen coordination and editorial planning in the area of responsibility, support advocacy, awareness-raising and digital fundraising efforts as well as strengthening analytics to inform the social media strategies and work plans.
