Finance Assistant (short-term) (G3)

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a short-term Letter of Appointment in the duration of 5 months and 29 days. The incumbent is assigned to the OSCE Mission to Serbia’s Finance Section of the Fund Administration Unit.

Tasks and Responsibilities

Under the supervision of the National Finance Officer, the incumbent is responsible for:

1. Processing payment for goods and services, including representation, operational advances and implementing partners, ensuring completeness of       documentation and validity of charges:

  • Receiving the vendors' and contractors' claims/invoices for payment processing; reviews validity, correctness and completeness of the claim/invoice and supporting documentation ensuring VAT exemption; matches claims/invoices with Purchase Orders (POs) and submits disbursement for approval;
  • Ensuring timely and accurate payment of consultancy invoices for experts/consultants;
  • Examining and processes documentation for the payment of travel claims, including Daily Sustenance Allowance (DSA), submitted  by staff and sponsored travellers; creates and validates payment and receipt in the Oracle database; reviews validity, correctness and completeness of the claims and supporting documentation;
  • Investigating problems and responds to queries in relation to financial questions;
  • Briefing Project staff on travel entitlements;
  • Assisting in the preparation of VAT exemption forms;
  • Drafting written replies and prepares ad hoc reports as requested.

2. Maintaining the files of accounting and financial documents related to the Project:

  • On behalf of the Finance Section receiving, sending and keeping record of documents submitted to or issued by Finance, and distributes it to appropriate Finance staff;
  • Filing payment records such as vouchers, receipts, credit invoices, suppliers and bank details, as well as payroll and SSA documentation;
  • Filing Finance in/out correspondence and maintains the finance archive.

3. Maintaining the Supplier/Customer bank database:

  • Updating the Mission’s supplier data;
  • Entering new suppliers into the system;
  • Initiating supplier merging and database clean-up;

4. Performing other duties as required.

Necessary Qualifications

  • Citizenship of the Republic of Serbia;
  • Completed secondary education supplemented by formal studies in accounting;
  • Minimum two (2) years of working experience in general administration, including at six (6) months of relevant finance experience, preferably in an international environment;
  • Established knowledge of accountancy procedures;
  • Excellent oral and written communication skills in English and the local language;
  • Computer literate with practical experience in Microsoft software packages (including spreadsheets such as Excel);
  • Knowledge of computer accounting systems such as Oracle applications would be an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Remuneration Package

The incumbent will receive a Short-term Letter of Appointment in the duration of 5 months and 29 days, which may be extended further if the need for the short-term appointment for the same purpose remains, following a one month break in service, satisfactory performance and the availability of funds.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is EUR 1,147.42. Social benefits will include participation in the Cigna medical insurance scheme.
