TERMS OF REFERENCE FOR DATA MANAGER, (NOA) WHO KENYA

Reporting to the Cluster Lead, UHC communicable and non-communicable and under the overall direction of WHO Country Representative, the data manager, working closely with counterparts at the respective Regional Office and HQ, will be responsible to ensure availability of quality data and promote use of data. The data manager will collect, analyze, triangulate, compile relevant information pertaining to Health sector M&E and the emergency incident, ensuring their reliability and accuracy. He/she will have ongoing contacts with national authorities, other UN agencies, health cluster partners, NGOs, etc. to facilitate the collection and dissemination of health and immunization data.

Objectives of the position

The objective of the post is to operate WHO data management and M&E activities and provide evidence driven guidance for actions aimed at supporting the Country to:

  • Improve immunization data quality and ensure availability of quality, timely, and complete information that guides the health sector planning and decision making.
  • Provide evidence through the timely utilization of different data available and guide implementation of health programs including emergence response.

The data will include, but not limited to routine immunization, diseases surveillance, vaccine preventable diseases, outbreaks/emergency response, primary health interventions, communicable and non-communicable diseases. The officer shall work closely with the country office cluster leads, programs focal points, WHO data manager, field teams and relevant MOH counterparts to support the cross-cutting data management activities.

The terms of reference (TORs) are as follows:

  1. Working with Ministry of Health and other partners, support enhancement of data collection, transmission, analysis, triangulation, compilation of health information, ensuring reliability and accuracy to inform strategic planning and decision-making.
  2. Verify data quality (completeness, timeliness), identify gaps in health information management, recommend and coordinate implementation of corrective actions as well as the data strengthening activities
  3. Aggregate and maintain information from technical teams, field offices and partners including contact lists, event specific information (what, where, who, how many, how quickly, current status), health indicator data, health situation data, health response data, etc.
  4. Conduct analysis of data that may include development of automated processes for routine data analysis while developing dashboards for monitoring of vaccination coverage, vaccine stock, surveillance performance indicators, reporting, emergency preparedness and response and primary child health data management needs etc
  5. Compile and complete risk assessments of vaccine preventable disease e.g polio and measles risk assessments.
  6. Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to intersectoral dashboards and reports
  7. Develop tools to harmonize data collection and processes across WCO and field offices to facilitate consolidation of information.
  8. Respond to specific information requests from the technical teams and partners; ensure dissemination of information and knowledge sharing with all partners
  9. Prepare relevant documents to include in internal and external situation reports (SitReps), bulletins, health risk assessments, etc
  10. Respond to specific information requests from the technical teams and facilitate generation of intersectoral reports for dissemination and knowledge sharing with all partners and stakeholders
  11. Ensure that all data and information handled are properly warehoused for ease of maintenance, retrieval and security controls and backup done
  12. Knowledge transfer to enhance staff data management capacity.
  13. Participate in any other activity that may be required in connection with the data management and perform any other specific related duties, as required by the functional supervisor.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

• Proven skills in the field of statistical data collection, assessment, analysis and monitoring in a public health context.

• Demonstrated knowledge of information management and monitoring and evaluation systems as related to emergency response and relief operations.

• Advanced ability to design, manage, analyse and coordinate complex information system projects, computer-based applications and databases, web-based tools.

Education Qualifications:

Essential: First University Degree in health information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute.

Desirable: Post Graduate Degree in Public Health, Quantitative Surveillance or Statistics.

Experience

Essential:

• At least three (3) years of relevant experience in data and/or information management, including experience in emergency operations or humanitarian context.

• Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc) and data visualization and creating dashboards

Desirable:

Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Languages:

Essential: Excellent knowledge of the English.

Desirable: Working knowledge of Swahili, Knowledge of French or other UN language.

Other Skills (e.g. IT):

• Excellent knowledge of Microsoft Office applications.

• Good knowledge of databases and GIS programmes (e.g. ArcView).
