UNDP Regional Hub for Arab States, through its Governance and Peacebuilding Team located in Amman, Jordan, provides technical assistance, programming and policy advice in the areas of conflict prevention and peacebuilding, inclusive political processes, human mobility, rule of law, local governance, among others, to country offices in 17 Arab countries, with the 18th located in the occupied Palestinian territory.
As part of its wide peacebuilding portfolio, the team is leading on a recently-launched regional project on Insider Mediation as a tool for conflict prevention. The project aims at bringing together insider mediators and their supporters from across the region with a focus on Lebanon, Jordan and Sudan to design, implement and sustain a regional platform to support IMs to sustain peace in all relevant Arab States’ contexts. To meet the objective, the project results will be achieved through four components: (i) improving the status of insider mediation as a prominent practice across Lebanon, Sudan, and Jordan; (ii) developing insider mediators capacities and improve improving their access to enabling resources in selected countries to mediate effectively; (iii) contributing to making IM an informed, context-specific and transformative practice by developing opportunities for peer-to-peer learning, knowledge management, and in-depth country-level analysis for strategic decision making; and (iv) providing an enabling environment for Women and Youth IMs to take up leadership roles in mediation.
Human mobility is another emerging area falling under the portfolio of the Governance and Peacebuilding team. A human mobility regional framework for the Arab States is currently being drafted to allow UNDP to expand its migration and displacement portfolio in the region and identify programmatic entry points that are of interest to several UNDP country offices to foster regional exchange and efficiency, as well as activities requiring regional partnerships, including on cross-cutting and cross-border issues that benefit from a coordinated approach.
Under the guidance of the Conflict Prevention and Peacebuilding Programme Advisor, the Analyst will run the IM regional project on a day-to-day basis, providing decision-making for the project and ensuring that the project produces the results (outputs) specified in the project document to the required standard of quality and within the specified constraints of time and cost. She/he will work closely with the selected COs (Lebanon, Jordan, Sudan) to ensure that they receive the needed support to implement the project in their respective countries. Additionally, the analysist will support the Governance and Peacebuilding team in the implementation of program and policy support related to conflict prevention, peacebuilding and human mobility in the region.
SUMMARY OF KEY FUNCTIONS-

- Project Management: Day-to-day management and implementation to ensure achievement of IM regional project objectives and results; Capture lessons learned during project implementation;
- Partnership and Stakeholder Management: Maintaining collaborative working relationships among key partners and donors, country offices, implementing partners including consultants and CSOs, the insider mediation community, through effective communication, consultation and reporting; Sharing of knowledge and information between UNDP (COs, Regional Hub and HQ), the Insider Mediation Communities of Practice and other relevant stakeholders in the process of project implementation.
- Knowledge Management: Facilitating learning and reflection; Development of knowledge products with UNDP Regional Hub and COs, implementing partners and consultants/experts; Maintain regular coordination and quality assurance of expert inputs and products as well as among project partners to ensure coherence and complementarity of project activities;
- Policy and Strategy Advice: assist in policy and strategic advice in the areas of conflict prevention, peacebuilding and Human Mobility. Identify opportunities for deepening the cooperation and recommend adequate approaches to dealing with different stakeholders based on information on all relevant stakeholders gathered during projects’ implementation;

- Project Management: Day-to-day management and implementation to ensure achievement of IM regional project objectives and results:
- Lead day-to-day management of the project implementation to ensure achievement of project results;
- Develop Annual Work Plan and ensure proper project planning and expenditures tracking in accordance with UNDP and donor rules and regulations,
- Ensure adherence to UNDP policies and procedures, POPP and guidance on project management;
- Coordinate with COs to ensure smooth implementation of the activities at national level;
- Manage and monitor the project risks initially identified and regularly update risks log;
- Lead monitoring and evaluation exercises including the light review and final evaluation
- Oversee procurement and recruitment processes and logistical services in coordination with the operations unit;
- Prepare narrative and financial reports against project results and ensuring timely submission of the reports to the relevant instances, such as the project board and the donor and contribute to corporate reporting;
- Provide guidance, as needed, to other project staff and consultants with a view to achieving project results;
- Ensure gender and youth sensitivity and make sure that women, youth and other marginalized groups are represented and participate actively in all relevant project activities;
- Coordinate with the regional programme team in all relevant aspects of the project.
- Partnership and Stakeholder Management: Maintaining collaborative working relationships among key project partners and the project’s donor through effective communication, consultation, and reporting
- Maintain and/or establish strong relationships with (A) Country Offices (Jordan, Sudan, and Lebanon); (B) implementing partners, including consultants and CSOs; (C) the Insider Mediation community; and (D) donors and other relevant partners;
- Maintain regular coordination among project partners to ensure coherence and complementarity of project activities;
- Identify opportunities for deepening the cooperation and recommend adequate approaches to deal with different stakeholders based on information on all relevant stakeholders gathered during projects’ implementation;
- Support the Project Board in organizing regular board meetings as needed;
- Facilitate coordination with country offices, RBAS desk and relevant stakeholders, including regional institutions (e.g., LAS, GCC, etc.) and the UN Network on Migration in the Arab region, The Issue Based coalition on Migration (IBC/M), and other regional UN Agencies (such as IOM, ILO, ESCWA, UNICEF and the World Bank), civil society groups, and other potential partners;
- Communication, Knowledge Management: Facilitating learning and reflection
- Development of knowledge products with UNDP Regional Hub and COs, implementing partners and consultants/experts;
- Maintain regular coordination and quality assurance of expert inputs and products as well as among project partners to ensure coherence and complementarity of project activities;
- Supervision and contribution to the design and publication of communication materials and knowledge products and knowledge-sharing platforms, tools and mechanisms;
- Supervision to the synthesis and documentation of project results, lessons learned, best practices and case studies drawn from the project;
- Sharing of knowledge and information between UNDP (COs, Regional Hub and HQ), the Insider Mediation Communities of Practice and other relevant stakeholders in the process of project implementation.
- Assist in Policy and Strategy Advice and Development on Conflict Prevention and Human Mobility
- Prepare policy briefs, sector scan, status papers on development challenges based on desk review studies and analysis for evidence-based advocacy and policy development in the field of conflict prevention and human mobility;
- Implementation of program and policy support related to conflict prevention, peacebuilding and human mobility in the region.
- Assist in the development of ongoing initiatives, including review of policy literature to enhance UNDP human mobility and conflict prevention engagement;
- Help identifying funding opportunities;
- Identify and articulate areas of comparative advantage for UNDP in the Arab region in the areas of migration and displacement vis-à-vis other key stakeholders at national and regional levels.
The specialist will be part of the Governance and Peacebuilding Team and report to the Conflict Prevention and Peacebuilding Programme Advisor in the Regional Hub.
