Organizational Setting

The Commonwealth of the Bahamas Government is making substantial efforts to access resources from the Green Climate Fund (GCF) to mitigate the impacts of climate change. As part of these efforts, the Green Climate Fund has approved the implementation of the Readiness Project "Preparation of a Strategic Framework to Reduce Deforestation and Forest Degradation and enhance adaptive capacity in the Bahamas," which will be executed by the Food and Agriculture Organization of the United Nations (FAO).

The primary objective of this Project is to fortify existing policy frameworks, enhance sectoral knowledge and expertise, and create a favorable environment for GCF programs. The readiness activities will furnish essential baseline data, inform future decision-making on climate change priorities, and support the development of concept notes and proposals.

Reporting Lines

Under the overall supervision of the FAO Representative in the Bahamas and the Lead Technical Officer in FAO HQ, will undertake the following specific tasks:

Technical Focus

The incumbent (NPC) is responsible for the overall management and coordination of the project implementation. The NPC is responsible for day-to-day project management and regular monitoring of project results and risks, including social and environmental risks. The NPC will also ensure that all project personnel maintain a high level of transparency, responsibility, and accountability in M&E and in reporting project results.

Tasks and responsibilities

• Day-to-day management of the project and coordination of planning, implementation supervision of activities to ensure efficient provision of both administrative and technical support services;
• Serve as Secretary to the Project Steering Committee (PSC) ensuring that all the decisions made by the PSC are duly executed to ensure a smooth implementation of the project.
• Liaise with the Project Management Unit (PMU) in all aspects of the project work and coordinate project activities at national, district and site level;
• Develop a full project work plan and associated expenditure plan.
• Identify the risks that may affect the achievement of the expected results of the project, the definition and application of the corresponding mitigation strategies.
• Prepare project reports of progress (every 6 months following GCF reporting requirements), final report and briefs as required.
• Support in generating information required by the donor during the implementation of the project.
• Prepare bid documents, including TORs, for project experts/consultants working on the project's various aspects and the selection process.
• Coordinate and in some cases facilitate the organizing and conducting of assessments, consultations and workshops, including arranging logistics and final reports.
• Coordinate logistical arrangements with national stakeholders for the various consultancies under the project.
• Coordinate with relevant national stakeholders, especially the NDA and DEPP to ensure maximum delivery and participation in project activities
• Coordinate the development and dissemination of awareness raising materials at the various levels
• Participate in coordination meetings every two weeks with the FAO and DEPP team designated for the execution of the project.
• Support the implementation of the different project outputs and activities.
• Ensure interventions are well coordinated with other FAO and non-FAO projects in the country and build on FAO comparative advantage, successful practices, lessons learnt.
• Perform any other related duties and activities as required the supervisor or the project LTO.

Minimum Requirements

• An advanced degree in agriculture, natural resources management, climate change or a related area.
• At least 5-year experience in project management and implementation.
• Working knowledge of English.
• National of the Bahamas.
