Background:

 

Under its Project “Enhancing Societal Democratic Participation Capacities and Capabilities (Phase 2)”, the OSCE Mission in Kosovo (Mission) supports women in particular, and the public in general, to participate in decision-making processes related to the elaboration of policies, legislation and the provision of services for women. Through its field operations, the OSCE also supports dialogue and confidence building initiatives bringing together stakeholders from across the Western Balkans region. Since 2012, the OSCE Mission in Kosovo and the OSCE Mission to Serbia facilitated a series of meetings that brought together prominent women from Prishtinë/Priština and Belgrade to exchange views and best practices on meaningful engagement of women in decision-making in both societies, known as the “Follow Us” Initiative. As part of a joint action plan, the Dialogue Academy for Young Women (DA) from Prishtinë/Priština and Belgrade was established. Five DA editions were held in 2015, 2016, 2017, 2018 and 2019 in Stadtschlaining, Austria, the sixth DA edition took place online in November 2020, the seventh DA edition was organized in Mavrovo, North Macedonia in October 2021 and the eighth in Mauerbach, Austria. Building on the success of previous editions of the Academy, the 2023 DA edition will be held tentatively in October 2023 (tentatively from 6 to 15 October), in North Macedonia.

Within the context of the DA, the OSCE Mission in Kosovo will hire an international consultant on “Dialogue, Mediation and Confidence Building”, to deliver a three-day course that will streamline topics/themes, and present concrete case studies. The consultant is expected to: 

  • Ensure equal opportunity for intervention by all participants;
  • Summarize information and participants’ contributions;  
  • Deal with conflict in a diplomatic manner; 
  • Guide the discussion towards productive outcomes and achievement of module’s learning objectives;
  • Support and guide participants’ skills development.
  • Ensure including the gender equality components as central elements throughout all discussions and activities. 

The consultant will also provide the Public and Participation Section (PPS) Activity Manager with proposals for team-building exercises related to Dialogue, Mediation and Confidence Building. 
In addition, the consultant will provide the PPS Activity Manager with a list of relevant experts/ to be invited to share practical and real life experiences during the three-day course.

 

 

Objective of Assignment: 

 

  • Developing a three-day course on “Dialogue, Mediation and Confidence Building” incorporating gender equality aspects, based on a set of prior agreed learning objectives.
  • Clearly present the key concepts (i.e. Dialogue, Mediation, Confidence-Building, the role of women in dialogue and mediation), and connect them with the wider DA programme. 
  • The ‘Dialogue’ element should be prioritized and presented as a cornerstone element of the DA programme. A focus on Dialogue related purposes  should be ensured.
  • Include practical examples, story-telling, case studies and a role play in the three-day course.
  • Include no less than two guests in the three-day course to illustrate the module’s key concepts.
  • Equip participants with transferable and practical skills, especially on Dialogue, which can be applied/utilized in their daily life . 


 

 

Duration of Assignment:

 

The Consultant will be engaged for eight (8) days.

 

Tasks and Responsibilities:

 

Under the overall supervision of the PPS Project Manager, and in close collaboration with the Activity Manager, the consultant will:

  1. Design agenda and learning material for a three-day course on “Dialogue, Mediation and Confidence-Building” incorporating gender equality aspects, based on a set of prior agreed learning objectives.The agenda should comprise of lectures, interactive discussions, practical exercises and case studies, story-telling, a role play, and relevant experts/ to illustrate, via their personal experience, the module’s concepts. 
  2. Special attention should be given to Dialogue as well as to the following aspects: (i) Women’s role in peace-building, (ii) Experienced women mediators from the regional context or beyond and (iii) OSCE approach to and experience with mediation.
  3. To deliver the training on “Dialogue, Mediation and Confidence-Building” (three days). 
  4. To design at least three (3) team-building exercises that will be used by the organizers, and equip participants with practical and relevant transferable skills, especially on Dialogue, but also on Mediation and Confidence-building.
  5. To design the evaluation method to capture the participants’ pre and post skills on Dialogue, Mediation and Confidence-building.
  6. Help building confidence and relationships between participants throughout the three-day course, in collaboration with the PPS Activity Manager.


Deliverables:

 

  • By 30/06/2023 (TBC): the consultant will submit a list with no less than five recommended experts/to be invited to illustrate, via their personal experience, the module’s concepts and DA cornerstone elements (e.g. Dialogue). No less than two experts should be included in the final programme of the course. The consultant will submit the draft course’s programme, including exercises, practical examples, case studies, story-telling, role play to the PPS Activity Manager for feedback. By the same date, the consultant will submit (i) no less than three team-building exercises’ proposals and a suggested evaluation method to assess pre and post course participants’ skills on Dialogue, Mediation and Confidence –building specifically, (ii)  the draft evaluation method to capture the participants’ pre and post skills on Dialogue, Mediation and Confidence-building.
  • By 30/07/2023 (TBC): the consultant will submit to the Activity Manager the final course’s programme, based on the feedback provided by him/her, in consultation with the Project Manager. By the same date, the consultant will (i) submit the final team-building exercises and well as the final evaluation method to assess the participants’ pre and post skills on Dialogue, Mediation and Confidence-building, (ii) finalize the evaluation method to capture the participants’ pre and post skills on Dialogue, Mediation and Confidence-building.
  • In October 2023 (6-15 October TBC) the consultant will be engaged in delivering the three-day module during the 2023 DA. 
  • By 30/10/2023, submission of the Final Report by the consultant to the PPS Project manager.

 

Performance Indicators:

 

  • At least two case studies on mediation in conflict situations, demonstrating successful and less successful examples, using gender and culturally sensitive and contextually nuanced methodology are included in the programme;
  • At least one ongoing regional/European dialogue process is elaborated through a role play and discussed with participants, focusing on the role and the engagement of women in the process; 
  • Introduction to relevant mediation processes and exposure to experienced women mediators from the regional context or beyond is included in the programme;
  • At least two experts contributed to the course by sharing their personal experience;
  • Multiple training methods/techniques (e.g. practical examples, case studies, story-telling, role play etc.) are included in the programme;
  • At least three suggested team-building exercises are included in the final DA programme;
  • A satisfactory evaluation method to capture the participants’ pre and post skills on Dialogue, Mediation and Confidence-building is implemented;
  • Requested deliverables are of high quality and timely submitted to Activity Manager in line with the timeline above (see Deliverables);
  • At least 70% of participants demonstrates improved skills in pre-identified areas (pre-and post-course assessment);
  • At least 70% positive feedback on the work of the consultant by participants upon receipt of evaluation form by participants.
     

 

Necessary Qualifications:

  • Advanced university degree in conflict management, international relations, diplomacy, gender studies, conflict/diplomacy/international relations or related fields;
  • At least 10 years of working experience in field of involving women in dialogue, negotiation, conflict resolution, confidence building; 
  • In-depth knowledge and demonstrated experience with implementation of the UN Women/Youth, Peace and Security Agendas;
  • At least 10 years of experience in conducting training/ workshops as well as proven presentation/moderation skills;
  • Knowledge of the regional political-social context; 
  • Practical experience in facilitating dialogue, conflict mediation and resolution of disputes;
  • Excellent knowledge of English.

 

Remuneration Package:

 

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
