Background:
The ODIHR project “Increasing effectiveness, strengthening enabling environment for human rights defenders” aims to support effective work of HRDs in all OSCE participating States, in line with relevant OSCE human dimension commitments and corresponding human rights obligations of the participating States. Within this project, has been developing an online didactic game, ‘Starlight Stadium’, for HRDs, activists and journalists, and for training purposes, based on a core game narrative and drawing on real life human rights investigations. The narrative covers human rights violations related to freedom of movement and ill-treatment, and addresses the relevant international legal framework and human rights monitoring principles while taking into account gender and other diversity considerations.
The gamified training curriculum strengthens the knowledge and skills of less experienced HRDs and those who would like to become active in defending human rights, in monitoring and responding to human rights violations and developing physical and digital security plans and protection mechanisms in their work. The game transforms ODIHR’s human rights monitoring, safety and security training into a learning tool, making the skills of the training accessible to wider audiences online for free. The tool allows its users to learn and apply selected aspects of human rights monitoring and safety and security, including digital security concepts, in a virtual simulation of a real-life potential scenario.
Objective of Assignment:
The Human Rights Department seeks to engage a consultant to create a short documentary of the making of Starlight Stadium, highlighting the inclusive and participatory design process, as well as key lessons learned since its inception. It will feature several stakeholders involved in the game development including: members of the core team, of the advisory group and human rights defenders. The production and sharing of the making of will contribute to raise interest and engagement towards this educational tech tool.
In addition, this short documentary will be made available on FreedomLab, and serve as knowledge product for any other organisation considering developing interactive design narrative (IDNs) for educational purposes.
Tasks and Responsibilities:
Under the overall supervision of the Human Rights Advisor/ Capacity Building Coordinator, the successful candidate will perform the following tasks:
- Review existing promotional content regarding Starlight Stadium and suggest documentary structure (3 days);
- Take additional photos and video footage during a testing event of Episode 3 of Starlight Stadium (2 days, July);
- Interview participants and ODIHR staff about the making of Starlight Stadium, its relevance as a tool for blended training and lessons learned since the last shooting (Pristina, November 2022) (2 days, July);
- Complete editing footage in post-production while ensuring appropriate photo and video quality, with the aim of making a short documentary video of the design process behind Starlight Stadium and the people involved (9 days);
- Regular consultation with ODIHR staff about expectations and vision for the final product and advise accordingly;
- Provide all high-quality photographs and promotional video in digital format to ODIHR.
Deliverables:
The consultant shall deliver a up to 15 minutes making of video of Starlight Stadium, featuring several stakeholders involved in its development (core team, advisory group members and human rights defenders), highlighting lessons learned from the inception phase to the launch of the game.
The documentary will feature material gathered during various workshops and testing sessions, interviews with development team and collaborators, and snapshots from the game.
Necessary Qualifications:
- University degree in communications, visual and performing arts, computer science or related field;
- At least 4 years of relevant professional experience on video and photo production and storytelling;
- Proficiency with camera equipment;
- Proficiency with photo and video editing software;
- Good portfolio of visual storytelling would be an advantage;
- Demonstrated experience in creating and using multimedia assets for communication campaigns.
- Professional fluency in English with excellent communication (both oral and written) skills;
- Computer literate with practical experience using Microsoft applications;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Duration of Assignment:
The length of the service is 16 days during the period 10 April – 30 July 2023.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
