This position is funded by the Trust Fund for the Development of Interns and Visiting Professionals.

In order to be eligible for this funded position, all applicants must be nationals from countries that appear on the United Nations Statistics Division’s list of developing regions that are a State Party to the Rome Statute of the International Criminal Court, namely:

Funding

This position is funded through the Trust Fund for the development of interns and visiting professionals, whereby the Court will provide the selected candidate a monthly remuneration of €1,500 (with a mandatory deduction for emergency health insurance) as well as some financial help for travel purposes for candidates who are not based in the Netherlands at the time of the recruitment. Please note that (i) costs associated with Visas are the responsibility of the selected candidate, (ii) due to the nature of the assignment, interns cannot bring their families with them.

Contract Duration

Visiting Professionals are required to work full time for a period of six months (to be agreed to prior to commencement).

The International Criminal Court (ICC) investigates and, where warranted, tries individual charges with the gravest crimes of concerns to the international community: genocide, war crimes, crimes against humanity and crime of aggression. The Court is participating in the global fight to end impunity, and through the international criminal justice, the Court aims to hold those responsible accountable for their crimes and to help prevent the crimes from happening again. Organisational Context

The Independent Oversight Mechanism performs the functions of evaluation, investigation, and inspection in accordance with article 112, paragraph 4, of the Rome Statute. The Independent Oversight Mechanism (IOM) is a subsidiary body of the Assembly of States Parties to the Rome Statute. The IOM shall exercise operational independence under the authority of the President of the Assembly. The purpose of IOM is to ensure the Assembly of the effective and comprehensive oversight of the Court in order to enhance its efficiency and economy.

The evaluation function helps the organisation in contributing to organisational learning and accountability. The evaluation function is represented by one full-time Senior Evaluation Specialist at the IOM.

Duties and Responsibilities

Under the direct supervision of the Senior Evaluation Specialist and general direction of the Head of the IOM, the incumbent shall perform the following:

  1. Assist with the planning, organization and conduct of evaluations, as appropriate.
  2. Assist with the conduct of evaluation interviews by taking and summarising notes, validating them with interviewees and ensuring they are filed.
  3. Identify, collect and analyse qualitative and quantitative data and information relevant to any evaluation in order to integrate these into evaluation reports.
  4. Search for, collect, organise and manage evaluation information and knowledge, ensuring that it is up to date and archived in both electronic and hard copy formats, as necessary.
  5. Assist with evaluation quality assurance, capacity development, and monitoring and evaluation activities.
  6. Assist in planning for and preparing briefings, meetings and presentations related to IOM evaluation mandate, including the Hague Evaluation Network.
  7. Perform other duties as assigned by the Senior Evaluation Specialist.

Essential Qualifications

Education:

Advanced University degree in in evaluation, social psychology, sociology, international development, economics or any other social science or related disciplines is required. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

Minimum of three (3) years of professional experience in evaluation and/or applied research in an international or non-government organization and/or large corporation is required.

Knowledge, Skills and Abilities:

  • Able to adapt to a multicultural and multilingual working environment;
  • Possesses strong teamwork skills (listens, consults and communicates proactively);
  • Has a good standard of computer skills (including Microsoft Office applications);
  • Has a hands-on and proactive approach; and
  • Has strong self-management skills.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable.
