Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The Occupational Health Unit is part of the Division of Management Services within the Registry of the International Criminal Court. It provides a comprehensive occupational health and welfare service for staff that ensures a healthy workplace environment for the Court in The Hague, as well as advice, assistance and support for ICC staff in field activities throughout the world.

Duties and Responsibilities

Under the supervision of the Head, Occupational Health Unit, the incumbent will be responsible for the following:

  • Provide advice and psychosocial support to staff members and managers at the ICC Headquarters and the Country Offices. Liaise and collaborate with other Units and Sections as appropriate;
  • Identify a referral network, make assessments and recommendations to external therapists/ psychologists for work related issues;
  • Develop policy and operational proposals that address a wide range of diverse and sensitive work place and work related issues in order to promote the wellbeing, efficiency and productivity of ICC staff;
  • Develop and conduct welfare programs addressing psychosocial needs, including individual or group briefings, workshops/trainings.
  • Provide appropriate psychological crisis intervention, referrals and follow-ups for staff members at the Headquarters and in the Country Offices;
  • Identify mitigation measures following the Secondary Traumatic Stress Prevention project;
  • Organize and maintain a filing system that will include confidential records of individual cases and a documentation system of all actions, assessments, etc. in accordance with the standards and procedures established by the Occupational Health Unit;
  • Assist with certification of sick leave absence and re-integration to work in consultation with the Head of the Occupational Health Unit;
  • Maintain professional confidentiality at all times;
  • Provide managerial supervision to the Staff Welfare Assistant, which includes annual performance appraisal and continuous personal development;
  • Perform other duties as required.

Qualifications

Education:

  • Advanced university degree in psychology or clinical psychology.
  • A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
  • National board registration or active license to practice as psychologist is required.

Experience:

A minimum of five years (seven years with a first-level university degree) of progressively responsible relevant experience in occupational health psychology and/or clinical psychology with experience in employee welfare/mental health programs, conflict management/mediation in the work environment, preferably in an international/multicultural context.

Experience in the following areas are highly desirable:

  • remote counselling (e-health);
  • traumatic stress briefing and debriefing;
  • conducting surveys on wellbeing and mental health in a work place context;
  • conducting trainings and workshops.

Knowledge, skills, and abilities:

  • Identify priority activities and assignments, monitoring and adjusting them as appropriate;
  • Anticipate and prepare for contingencies;
  • Establish and maintain effective working relations in a multicultural, multiethnic environment with sensitivity and respect for diversity;
  • Excellent interpersonal and communication skills.

Knowledge of languages:

Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
