Background:
The Press Council of Kosovo (PCK) is the self-regulatory body for print and online media, with over 50 regular members from newspapers, online media and news agencies. The PCK is member of the Alliance of Independent Press Councils of Europe (AIPCE). The Board of PCK is comprised of representatives of news portals, magazines, news agencies and blogs, respectively their editors-in-chief.
The PCK is the only mechanism in Kosovo that deals with the ethics of online media, and regularly reviews and adjudicates complaints from the public and institutions regarding violations of the press code of ethics. It is recognized as the mechanism to assess the ethics of print and online media by the AoK, as per the Law No. 02/65 on Defamation and Insult and PCK decisions are utilized by local courts in defamation cases.
The PCK strategy for the period 2019-2024 will focus on strengthening compliance with the Print Media Code in Kosovo; educating the younger generations of journalists and journalism students on the principles of the Press Code in order to ensure the right of residents to be informed accurately and in a timely manner.
The diverse media climate in Kosovo and the variety of information published by hundreds of media available on all platforms require professional and accurate reporting.
The 2022 Kosovo EC Progress report recommends a more consistent implementation of the Law on the Use of languages . In spite of continued efforts by the Office of the Language Commissioner to promote, protect language rights and ensure implementation of the Law on Official Languages, stronger support by the government to consolidate language policies is necessary. Efforts to provide timely translation into all official languages for journalists from different ethnic communities is highly necessary and critical to improve inter-community relations and professional exchange.
In order to reach out to all journalists residing in Kosovo, and to adhere to the implementation of the Law on Official Languages, the OSCE Mission in Kosovo through Media Section (MS) Project on “Furthering Freedom of the Media and Expanding Media, Information, and Digital Literacy”, will support the PCK by recruiting a local consultant who will translate during the PCK Board meetings for non-majority media board members to promote adherence to the code of ethics and Law on the Use of Languages, translate relevant documents, regulations, public announcements, decisions and other documents produced by the PCK that are relevant to non-majority media and journalists.
Objective of Assignment:
The local consultant will provide translation and interpretation services during the Press Council of Kosovo (PCK) Board meetings. The consultant will assist the PCK in translating from Albanian into Serbian language and vice versa, the relevant documents, regulations, public announcements, decisions and other documents produced by the PCK that are relevant to non-majority media and journalists.
Duration of Assignment:
The expert will be hired for twenty days.
Tasks and Responsibilities:
Under the direct supervision and guidance of the OSCE MS Activity Manager, Executive Director of the Press Council of Kosovo (PCK) and PCK’s secretariat, the local consultant will:
- Translate official documents/complaints from Albanian to Serbian and vice-versa;
- Translate decisions that will be adjudicated in the PCK Board meeting;
- Interpret simultaneously and consecutively for the non-majority Board members, PCK representatives from Albanian to Serbian language and vice-versa during Press Council Board meetings;
- To update PCK website in Serbian Language;
- Assist PCK to update their website and its content in Serbian language during the course of engagement.
Deliverables:
After receiving information from MS Activity Manager on planned tasks assigned, the local consultant will:
- Between April and December submit a monthly report that enlists:
- Number of translated documents into Albanian and Serbian language, divided into categories;
- At least 10 documents translated into Albanian and Serbian language in a month;
- Updated PCK website in Serbian Language.
Performance Indicators:
- Updated website and its content in Serbian language;
- Translation of the PCK relevant documents as requested by the MS Activity Manager;
- A summarized report of all translations during the consultancy;
- Consultancy implemented as planned and agreed upon with the MS Activity Manager
Necessary Qualifications:
- University degree in languages, social science or a related degree;
- Minimum five years of experience in translation or interpretation;
- Excellent translation and interpretation skills from Albanian to Serbian language and vice versa;
- Excellent interpersonal and communication skills;
- Computer literacy
Remuneration Package:
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
