Associate External Relations Officer Organizational Setting and Work Relationships Direct supervision is normally exercised by a (Snr) External Relations Officer or Representative who provides guidance on the applicable procedures. Advice may also be provided by relevant functional units at HQ. External contacts are with a broad range of partners and stakeholders, including inter alia, government, media, embassies, donors, UN agencies, NGOs and other national and international organizations, as well as general public on matters of importance to the Organization. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations. - Assist the implementation of a communications strategy that generates support for UNHCR¿s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern). - Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors¿ requests for information on ad hoc basis. - Through a consultative process with headquarters, disseminate information on UNHCR¿s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation. - Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles. - Draft narrative and financial reports on contributions in compliance with specific donor requirements. - Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements. - Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools. - Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities. - Consolidate information on UNHCR¿s country operations and identify appropriate messages for campaigns and appeals. - Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of UNHCR and take action as appropriate. - Support the management of media relations by, inter alia, responding to direct queries, publishing press releases, handling interview requests and organizing regular briefings and visits to country operations. - Promote visibility of UNHCR¿s work and advocate for support for the people of concern through providing inputs for social media and other web content. - Organize missions to the field and press briefings for external parties as required. - Implement all aspects of a communications strategy. - Represent UNHCR on behalf of senior management in fundraising and communication priorities in inter-agency initiatives and fora. - Perform other related duties as required. Nature of Position:

Entering its eighth year of conflict, the humanitarian crisis in Yemen continues to be considered one of the worst humanitarian crises in the world. UNHCRs interventions focus on 4.5 million internally displaced and almost 100,000 refugees and asylum-seekers. Humanitarian access is severely constrained by administrative hurdles and ongoing fighting. UNHCR is the lead agency of three clusters: CCCM, Protection, and Shelter & NFIs. The operation has one of the largest cash programmes of UNHCR globally. UNHCR operations are managed by the Country Office in Sana'a, which oversees three field offices in Hodeidah, Sa'ada, and Ibb. There is a sub-office in Aden, located in the south, which oversees the field units of Kharaz and Marib.

Living and Working Conditions:

The candidate will be stationed in Aden, a port city located in the south of the country. It is warm to hot all year round, with average temperatures between 22 – 34 Celsius, and high humidity levels.

The candidate will live in a UNHCR guesthouse within the UN compound. On each floor there is a communal kitchen (no cooks available). Some rooms are equipped with their own bathroom, whereas others have access to a shared one (two people). It is located near the office, with staff walking to and from daily. The UN compound consists of all UN agency’s guesthouses and offices. Recreational facilities are extremely limited. UNHCR guesthouse has an equipped gym, and UN staff organize regular social and sports activities. For primary healthcare a local clinic is available but for serious cases, it is recommended to receive treatment outside the country. There are limited banking options available and limited hard currency available in the south, it is possible to open a personal account but not recommended.

Food options are limited. The office has a cafeteria, mainly serving Yemeni food, during working hours only. It is possible to order food from a few places outside the compound. The office organizes regular trips to a grocery store.

The Rest and Recuperation (R&R) in Yemen is a 4-week cycle.

Due to the security situation, movement of international staff is limited to the UN Compound, guesthouses, and implementation locations. A list of locations within Aden city that has recently been cleared for visits by UNDSS. These include the fish market, the castle and a café. Movement must be done in armored vehicles and adhere to security protocols. Most international female staff wear abayas when leaving the UN compound.

Yemen is under Security Level V. The UN faces three general types of risks: collateral damage due to the armed conflict, terrorism, especially in the south, crime due to the economic/financial collapse of Yemen and the dramatic rise in the needs of Yemenis to feed and to provide medical care for their families, and hazard due to long road travels in armored vehicles on narrow roads with no maintenance.

The working and living space are well protected and are MOSS compliant. All physical security mitigation measures are in place, which include guards, secured walls, protected windows. The security situation dictates that all international UN personnel in Yemen must reside within UN or other UNDSS approved compounds.

Due to the unstable security situation, when travelling by road, UN International staff members must only move in armored vehicles. This includes pick-ups and drop-offs at offices and airports. All staff members must complete the mandatory SSAFE and online BSAFE training.
