The Annual Review and Budget Analysis Service (ARBAS) within the Division of Strategic Planning and Results (DSPR) is tasked to guide the process of annual review, detailed planning and prioritization, budgeting and resource allocation across the Organization.
The Performance Analytics and Reporting Unit (PARU) prepares global financial reporting for both senior management and external parties on results and impact of implemented practices and processes, prepares budget for both ExCom and Finance Committee Secretariats. And dashboards, key metrics and impact analytics for senior leadership and external stakeholders, including UNHCR Governance bodies, donors, member states and UN reporting bodies in parallel it develops and maintains reporting systems and mechanisms.
The Head of PARU will lead one coherent team focusing on preparation of global budget submissions and other governance documents and reporting (including Executive Committee, Advisory Committee on Administrative and Budgetary Questions, Committee for Programme & Coordination, UN Data Cube etc.), and undertakes global budgetary and impact analysis on regular and ad hoc basis. The incumbent will engage and work with relevant entities in UNHCR (DFAM, Governance Service, Executive Office, Bureaux, Divisions etc.) to ensure effective integration of the results reporting and impact analysis in line with UNHCR¿s corporate commitments.
The incumbent will contribute to the overall objective of advising and supporting systems development for the relevant information management systems and will also take a lead role in the impact analysis and the development of systems that will enable the Organization to seamlessly analyse the implementation of programmes and projects from financial and performance perspectives.

Duties
- Support the supervisor in defining and articulating the vision and the strategic direction for the Service, its deliverables and accountabilities.
- Provide overall leadership, management and coordination to a Unit responsible for reporting on UNHCR¿s budgetary performance both to member states and donors as well as senior managers within the Organisation.
- Coordinate and consolidate inputs on budgetary implementation as well as programmatic impact that is aligned to UN system best practice, and is accurate, comprehensive and in compliance with financial rules and regulations.
- Oversee the development of business analysis, performance assessment, business policies, business intelligence and information management tools, relevant legal and regulatory guidelines as well as key metrics including value for money, net present value (NPV) and return on investment (ROI)
- Oversee and coordinate the preparation of the UNHCR¿s biannual programme budget; UNHCR¿s UNRB; regular CRP updates on budget and funding situation for the Standing Committee; Unearmarked funding report; US report; Global Appeal; Global Report; financial statements; UN regular budget reporting to the United Nations HQ.
- Oversees and coordinates internal reporting to UNHCR senior management, including finance meetings, FX reports, HQ/GP reports, Revenue Allocation reports. Entertain ad-hoc requests for reporting.
- Ensure that comprehensive and accurate cost accounting information and analysis are provided to enable senior management¿s informed decision making on budgetary policy changes.
- Liaise regularly with and provides substantive inputs to the RBM project to ensure that UNHCR¿s solution will meet best practice for results-based reporting.
- Coordinate timely and quality response of the Service to recommendations of the Board of Auditors and other compliance bodies.
- Lead and coordinate UNHCR¿s response to UN system wide reporting initiatives and requirements such as IATI, UN Data Cube, OECD.

Essential
Experience in ACABQ and other UN-related budgetary approval processes; knowledge in business intelligence and business analysis; working with off-site consultants; sound financial understanding including IPSAS requirements; working experience with other UN agencies; familiarity with RBM and reporting.
High level of proficiency, experience and knowledge in the areas of finance, quality reporting and impact analysis. Experience in system development and process re-engineering.
Skilled in change management and have strong communication skills to lead the required changes and to liaise and coordinate with external stakeholders and other inter-agency actors.
Excellent level of team management and leadership skills, proven ethical practices and high level of inter-personal and emotional intelligence skills.

Division of Strategic Planning and Results guides and supports strategic planning and multi-year planning; ensures that planning and resource allocation processes are simplified, evidence-based and coherent; strengthen results-based management and reporting on impact and outcomes and resources allocated; strengthens management and oversight of projects implemented directly or by partners. The Division has three services: 1. Strategic and Programme Planning Service, SPPS; 2. Annual Review and Budget Analysis Service, ARBAS; 3. Implementation Management and Assurance Service, IMAS. The incumbent of this position reports directly to the Deputy Director of the Division of Strategic Planning and Results (DSPR). The Annual Review and Budget Analysis Service, ARBAS undertakes performance reporting including the development of business intelligence tools and corporate-level reporting including the revenue allocation to its governance bodies, larger UN system and to external stakeholders. The Service develops business intelligence tools using the internal data warehouse to facilitate the financial, budgetary and programmatic analysis. In close cooperation with the DER, the Service manages the revenue allocations. The incumbent is expected to assume a key role to facilitate budgetary performance analysis and reporting at the HQ and field level, to prepare biannual programme budgets and provides updates to UN and other external bodies as required. The incumbent should have an excellent understanding of UN budgets and systems, diversified and long field experience with UN. UNHCR knowledge and experience are considered an asset. The incumbent should be an advanced user of ERP systems as well as Business Intelligence tools such as Power BI. S/he is expected to undertake thematic and detailed analysis of large datasets. The knowledge of R or Python is desired. Excellent interpersonal skills and negotiation are expected to manage a wide range of stakeholders in an outside UNHCR. Expertise and abilities to execute transparent and clear communications to internal and external audiences on complex, and fast-changing contexts, decisions, and allocations will be essential.
Living and Working Conditions:
Geneva is a HQ duty station offering high standard living conditions with a relatively high cost of living. With the exception of nationals of the European Union (EU), the European Free Trade Association (EFTA), Brunei Darussalam, Japan, Malaysia, New Zealand, the Principality of Andorra, San Martin, Singapore and Vatican, nationals from other countries are subject to the visa requirement for taking up employment. In the absence of a Swiss long stay entry visa, the Swiss mission cannot issue them a Carte de legitimation (equivalent to a work and residency permit). The same rule applies to family members who, depending on their nationalities, must enter Switzerland with a visa for family reunion purposes. Identifying accommodation will be a priority before arriving at the duty station. Staff members assigned to Geneva have also been granted the opportunity to reside in neighbouring France on the understanding that the preconditions to acquiring a French residency permit are respected. Medical care is up to international standards. Under the Swiss Federal Health Insurance Act health insurance coverage is compulsory for all persons domiciled in Switzerland within three months of taking up residence or being born in the country. International staff members and their family members holding a Carte de legitimation or an attestation delivered by the Swiss Federal Department of Foreign Affairs are exempt from this compulsory insurance provided that they are covered by another health insurance scheme (i.e. UNSMIS). With regard to educational facilities in the Geneva area, international schools (e.g. La Grande Boissière, Châtaigneraie and Pregny, College du Leman) have difficulties to find place for new admissions. It is therefore advisable to make requests for admission for children as early as possible.
