Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Head of Information & Systems Management and Digital Innovation.

Technical Focus

The Documentation Support and Training Assistant will be responsible for helping to support end users in all systems developed, maintained, supported, documented, and used by FAO Somalia in its day-to-day operations, and specifically on systems under the responsibility of the Information & Systems Management Unit.

Tasks and Responsibilities

Support

• Providing remote technical support of Implementing Partners when they encounter challenges while using FAOSO Tools in project implementation.
• Providing technical support to FAOSO staff in the sectors as they utilize FAOSO Tools and systems.

Documentation

• Develop, update, and maintain all IM documentation touching on various systems, workflows and all other tasks undertaken by IM.
• Maintain an up-to-date documentation index with links to various documents.
• Assist other FAO Somalia staff with various documents on request.
• Advise FAO Somalia management on improvements and enhancements to documentation.
• Act as focal point for ensuring that all documentations are well kept in an orderly manner that makes them easy to access.
• Develop workflows, UX documentation as needed for the IM systems.
• Develop operational workflows and SOPs for IM and FAO Somalia.

Coordination

• Coordination of support and documentation both within and outside the team.
• Following up on support tasks from sectors to ensure that they are completed on time and to satisfaction of sector members.
• Assisting other IM colleagues doing support whenever they are stuck and need assistance.

Training

• Deliver training on KOBO/ODK to implementing partners in Somalia or through online modality.
• Train FAO staff, NGO staff, MMO staff, agro-dealers and other FAO Somalia stakeholders on various systems and technologies used by FAO in the delivery of services to beneficiaries.
• Assist the Server Team Leader and Client Team Leader to develop training materials.
• Performing other tasks as may be assigned from time to time.

Minimum Requirements

• Advanced university degree in one of the following fields: software engineering, computer science or other relevant discipline.
• At least 3 years of relevant experience in in supporting, documenting, and training on software systems.
• Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.
• Nationality of Somalia.

• Hands on experience in identifying, tuning, and eliminating performance bottlenecks.

• Knowledge of restful services and interactive dashboards in Python, Java, or PHP.

• Proficiency in working in JavaScript and JSON for data transfers.
• Knowledge of web frameworks in PHP, Java, and Python, for example Django, CodeIgniter, Laravel and Spring frameworks.
• Knowledge and experience in software support and troubleshooting especially of critical systems.
• Experience in technical writing, particularly on design and user documentation.
• Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc.
• Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses, and edit results in appropriate format.
