Overview of position

Our client is currently procures more than 62 million litres (average 2019-2022) of fuel annually, supporting the operations of over 1400 trucks, 3,000 light vehicles and 600 generators in 50 countries. Approximately half of this volume is specifically required for emergency response in Yemen, Ethiopia and Sudan, while over 22 million litres are handled through our client-owned tanks.

Increased requirements as well as challenges on supply & cost have been experienced in recent months, largely driven by the global supply chain crisis.

Operational requirements are varied with multiple Divisions/Units involved; due to the high number of stakeholders, fuel has traditionally been managed by the Country Offices without any specific corporate guidelines in place to standardize practices. As a result, an integrated and streamlined solution to system-wide fuel management is required.


Role objectives

The purpose of this activity is to establish corporate guidance and recommended practices for managing bulk fuel in a safe and efficient manner, without compromising health, safety, environment, assets and reputation. A refined framework is envisaged for all personnel involved in the management, handling, and utilization of fuel and its value chain process - with clear & robust controls in place.

Job Description:

  • The Expert’s key responsibilities include (but not limited to):

  • Detailed Scoping of client current fuel management globally (including holding capacity and assets),

  • Delivery of corporate standard operating procedures and guidelines for ‘Best Practice’ in the management of fuel within the client system

  • Ensuring any Safety & Risk concerns are detailed, evaluated and mitigated

  • Identifying opportunities for efficiency improvements (potential focus areas - faster & more reliable supply, tax exemptions, reduced cost, improved credit terms, etc.)

  • Develop guidance for Fuel Service Provision to other parties (including Governments, other UN Agencies and Suppliers.

Deliverables at end of Contract:

  • Mapping & Assessment reports of client's current fuel management policies and processes, identifying any inefficiencies and knowledge/practice gaps.

  • Proposed system-wide solutions incorporating detailed standard operating procedures and other guidance to provide robust controls, visibility and increased efficiency at all stages of our client fuel supply chain operations.

  • Delivery of a sustainable, coordinated and transparent framework for Stock and Quality Controls/Audits.

  • Listing of opportunities identified to strengthen and improve our client internal capacity in managing fuel supply chains through the streamlining of processes and training of key staff.

  • Support COs with on-ground testing, roll-out and uptake of new functionalities and processes, as well as for related project management capacity;

  • Support the client team in presenting the concepts in a concise manner to relevant units and teams;

  • Detailed guidance or recommendations for any potential organizational and capacity changes that may arise from the application of new functionalities and processes

  • List of staff trainings required on fuel management

  • Detail staffing and structures required by COs to manage fuel

Key competencies

Expert knowledge of Fuel Management fundamentals

  • Minimum 8 years operational management experience with a multi-national entity or entities in the Petroleum Retail sector,

  • Monitoring & Reporting Skills

  • Project Management experience

  • Ability to work in a team, establishing effective working relations with persons of diverse cultural backgrounds

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

  • Education: Advanced University degree in Supply Chain, Energy, or First University degree with additional years of related work experience and/or trainings/courses.

  • Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language preferable but not mandatory: Arabic, Chinese, French, Russian, Spanish, and/or our client working language, Portuguese.
