Mission and objectives

The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.

Context

The Resident Coordinators Office in collaboration with the University of the West Indies manages the Jamaican Economic Panel (JEP). The JEP is a group of local and international experts on the Jamaican sustainable development. Since April 2021 the RCO has published a series of monthly discussion papers on various topics on sustainable development and important events including the impact and response to COVID-19. A core element of this assignment will be to continue these discussion papers and enhance their impact by facilitating deep dive discussions, developing press releases and promoting key findings both within and outside of the UN under the supervision and guidance of the RCO Senior Economist. In addition to the JEP, the RCO is also responsible for managing the information on UN INFO, the UN’s data management system, that relates to the Multi-country Sustainable Development Cooperation Framework (MSDCF). The MSDCF covering the period 2022-2026, is the most important instrument for planning, monitoring and reporting of the UN development activities towards the fulfilment of the 2030 Agenda. Over the past two years the UN has been developing a flagship global database to house and report on the projects and programmes of UN Agencies, Funds and Programmes to increase the accessibility and transparency of UN interventions. Under the guidance and with support from the RCO Data Management Officer, the UNV will support the day to day management of and country reporting needs from this platform. The UNV will also provide support to the Data Management Officer on the completion of a data/research strategy consistent with the 2022-2026 Multi-country Sustainable Development Cooperation Framework.

Task description

Under the guidance and direction of the Senior Economist and Data Management Officer the Economics and Data Management Assistant will be responsible for: 1. Delivering at least four Jamaican Economic Panel discussion papers over the course of the first 6 months. This will involve: • Co-creating the theme and developing a survey questionnaire with support from the Senior Economist. • Using Survey Monkey to distribute the questionnaire to the JEP members and collate their responses. • Develop a draft JEP discussion paper, press release and blog for sign off by the Resident Coordinator. • Utilize existing graphic design template to design and layout the E-version of the JEP discussion paper for online and mass dissemination. 2. To support the Senior Economist promote the conclusions of the JEP publications both within and outside of the United Nations, by assisting the development of Op-Ed pieces; organization of deep-dive events; as well as identify and explore new innovative opportunities to promote and utilize the JEP. Under the guidance and with the support of the RCO Data Management Officer, the UNV will be responsible for: 3. Providing support to the UN data management and reporting platform (UN INFO), specifically, by: • Supporting the completion of agency specific data entry. • Developing excel databases for Jamaica and Bahamas on UN Country Team outputs. 4. Supporting the Data Management Officer to complete a Jamaica UNCT Data/Research Strategy in line with the Multi-country Sustainable Development Cooperation Framework (MSDCF), inclusive of the following: • Conduct of gap analysis. • Mapping of agency specific research initiatives. • Review of agency specific programming document (CPDs). • Review of government led research activities based on the 4 MSDCF outcome areas. • Development and finalization of a draft research strategy.
