The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.  

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

The Talent Acquisition, as part of the Department of Human Resources, comprises at least ten staff members and is primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat and field operations and of general staff, temporary staff and consultants at the Secretariat. It is also responsible for outreach activities.


Tasks and Responsibilities:

Under direct supervision of the Talent Acquisition Officer and overall guidance of the Chief, Talent Acquisition, the Associate Talent Acquisition Officer performs the following tasks:

  1. Implementing transparent and competitive process of recruitment, selection and placement of staff, ensuring consistency with overall OSCE recruitment policies and focusing on the achievement of the following activities:

    a) Planning and executing recruitment activities and establishing priorities in accordance with the requirements of the hiring departments and succession planning; Ensuring adherence to recruitment principles in filling all vacant posts and assessing the effectiveness of recruitment programmes in achieving gender balance, geographical and nationality distribution, etc.;
    b) Liaising and supporting the supervisor on workforce planning, recruitment issues/problems and formulating new internal policies and guidelines; analyzing all transactions related to positions, recruitment and other HR data, such as vacancy rates, applicants’ profiles, staff turnover;  
    c) Overseeing issuance of vacancy notices in conformity with classified job descriptions and advising on advertising; 
    d) Screening and assessing applications, based on mandatory and desirable criteria and establishing long-lists and, in consultation with the hiring department, drawing up shortlists of candidates to be invited for interview;
    e) Supporting the planning of interview boards, formulating competency-based questions in co-ordination with the board members, overseeing creation of written exams, participating in interview panels, evaluating interviews and preparing selection reports; 
    f)  Conducting reference checks and preparing job offers for successful candidates; following up on start dates and any salary issues;
    g)  Liaising and co-ordinating the outreach efforts of the Talent Acquisition Unit;
    h)  Dealing with enquiries from delegations, in writing and in meetings, relating to proposed seconded and internationally recruited posts for delegation supported candidates. 


    2. Applying and when necessary, providing interpretation of OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices related to selection and recruitment, designing and implementing internal procedures; providing prospective candidates with guidance on the employment terms and conditions and mission members on selection issues ensuring consistency with overall OSCE HR policies. 
     

    3. Performing other related tasks as assigned.

Necessary Qualifications:

  • First-level university degree in human resources (HR), psychology, law, social sciences or related field;
  • A minimum of four years of professional experience in human resources administration, including recruitment and modern selection interviewing techniques, administration and HR management; 
  • Good knowledge of the Mission mandates, activities and administrative matters is an asset;
  • Established experience in research, analysis and synthesis of data and production of reports; 
  • Professional fluency in English with excellent communication (both oral and written) skills; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience in Microsoft applications. Ability to use ORACLE Applications (HRMS module and TALEO) is an asset.
