Officer -  Procurement Supply & Disposal

ICRISAT seeks applications from motivated candidates for the position of  Officer -  Procurement Supply & Disposal to be based in Mali, West and Central Africa (WCA).  The incumbent will procure all goods and services to support country research operations, in due compliance of the PSDS manual of procedures and manage the warehouse operations and will be reporting to the Regional administrative Manager in WCA.

ICRISAT is a non-profit, non-political organization that conducts agricultural research for development in Asia and sub-Saharan Africa with a wide array of partners throughout the world. Covering 6.5 million square kilometers of land in 55 countries, the semi- arid or dryland tropics has over 2 billion people and 644 million of these are the poorest of the poor. ICRISAT and its partners help empower these disadvantaged populations to overcome poverty, hunger and a degraded environment through better agricultural production systems.

Responsibilities:  

  • Spearhead the purchasing process for selecting suppliers and providing guidance on procurement processes.
  • Implement cost-effective purchases of all goods and services from local and overseas suppliers.
  • Ensure quality control and adhere to manual of procedures.
  • Develop a baseline of Center’s year-round procurement habits and trends.
  • Develop a directory of local suppliers of goods and services for reference.
  • Manage the stocks of fuel, lubricants, office and field supplies, and the petty cash impress.
  • Establish a list of profitable suppliers for business and organization partnerships.
  • Receive and process requests for operational and capital purchases.
  • Finalize purchase details: tender review/recommendations/pre-order and order approvals (local/international orders) and deliveries.
  • Collaborate with key persons to ensure clarity of the specifications, expectations of the requisitioner and conformity with Center standards.
  • Take annual inventory of assets and: manage assets and ensure alignment between physical location and records.
  • Track and report key functional metrics to reduce expenses, improve effectiveness and dispose obsolete items off.
  • Develop and circulate quarterly procurement status reports to requisitioners.  
  • Log expenses on the procurement system.  
  • Quality, cost effectiveness, delivery time factor and maintenance are key. 
  • Well organized documentarist, good bookkeeper, with analytical and reporting capacities will be the successful.

Eligibility and Qualifications:

  • Masters degree in supply chain management, logistics or business administration with at least 10 years of relevant experience in procurement.
  • Knowledge of sourcing and procurement techniques.
  • Experience in collecting and analyzing data.
  • Aptitude in decision-making, analyzing and advising requisitions.
  • Good leadership capabilities.
  • Knowledge of SunSystem or any procure to pay software would be an asset.
  • Ability to speak and write in English is required for this role.

General:

This position is a contractual position for a period of 12 months renewable based on the performance of the incumbent and the institute’s continuing need for the position.
