Assistant Risk Management and Compliance Officer


Organizational Setting and Work Relationships

The Assistant Risk Management and Compliance Officer will be part of the UNHCR Risk Management Network to ensure strengthening of risk culture across the organisation. Special attention is paid to coherence, identification of systemic issues requiring a corporate-wide response and sharing of good risk management practices and lessons learnt.  

The incumbent shall engage with a range of internal stakeholders, including with the Bureau and HQ, as appropriate, to align reforms and initiatives. As directed by the supervisor, the incumbent may also engage with external stakeholders including Government offices, partners, donors, and (for in-situ posts) contractors and refugee/host communities, to maximize collective efforts to manage risk, and strengthen compliance and the quality of services provided to persons of concern.

For in-situ positions, the incumbent will be in the first line of defence, supporting the operation in risk management and compliance and. S/he shall support the review the adequacy of risk management and compliance systems, structures, procedures and capacities within the operation, make recommendations as appropriate, and assist management in their implementation. For regional positions the incumbent will support the Senior Risk Management and Compliance Advisor in coordinating operations within their region in matters related to risk, compliance and oversight, as part of the second line of defence.

S/he should typically report to the Senior Risk Management and Compliance Advisor in a Bureau or Country Operation.

Duties

  • Assist the Operation/Bureau on risk management, compliance, and oversight matters, helping them in discharging their responsibilities and accountabilities to manage risks and comply with policies and procedures.
  • Assist with the integration of risk management, ethical and integrity considerations into decision making, planning, monitoring, evaluation, reporting and contingency activities.
  • Promote the use of good risk management tools and approaches.
  • Assist in the implementation of oversight recommendations to improve risk management, compliance and quality of outputs.
  • Work with internal and external oversight entities, develop and implement procedures to collect relevant data and efficiently track and report specific issues, trends and cross-cutting matters representing a high risk.
  • Provide input to management reports to internal and external stakeholders.
  • Support the coordination and delivery of relevant trainings, workshops and other capacity building initiatives relevant to risk management and compliance.
  • Support that the risk register is kept up to date and correctly reflected in the on-line tool.
  • Perform other related duties as required.

In-situ posts only

  • Support the Senior Risk Management and Compliance Adviser (if in place) in coordination and facilitation of the risk review exercises with functional experts and management to agree on the corporate risk register, and appropriate risk responses; facilitate, monitor and report on the implementation of agreed responses.
  • Analyse risk management, compliance, and oversight findings and recommendations.
  • Assist in monitoring compliance against policies and procedures, advise supervisor of areas of non-compliance and identify the root cause of this and appropriate corrective actions.
  • Support with promotion of ERM best practices through various communication outlets, such as the Risk Management Newsletter and monitoring ERM trainings participation. 

Bureau posts only

  • Support the Senior Risk Management and Compliance Adviser in coordinating and quality assuring the risk review exercise in the operations under the AoR, monitoring that appropriate action is taken to mitigate the identified risks.
  • Contribute to the implementation of the cross-functional risk-based regional monitoring plans of operations under AoR through missions and desk reviews.
  • Analyse risk management, compliance, and oversight findings and recommendations. Provide inputs to a regional risk report on a regular basis, summarizing key oversight themes and using risk information (e.g. metrics, risk indicators, incidents) to highlight the highest risks at the regional level, identify lessons learnt and root causes.
  • Participate in risk-based monitoring and support missions to countries under their AoR to assess the adequacy of risk management and compliance systems, structures, procedures and capacities - report back to the Senior Risk Management and Compliance Adviser in order to help improve enterprise-wide risk management methodologies, tools and practices.

Nature of Position:

The Assistant Risk Management and Compliance Officer (ARMCO) - as part of the Risk Management Network - will assist the Principal Risk Management and Compliance Advisor (PRMCA) in strengthening the risk management culture across the Ethiopia Operation, with special attention paid to coherence, identification of systemic issues requiring a corporate response, and sharing risk management good practices and lessons learnt. As part of the first line of defense in risk management oversight risk of UNHCR’s overall programme of activities in Ethiopia – and in close cooperation with colleagues in Programme, Supply, Finance, and Project Control - the incumbent may also assist in the analysis and assessment of risks associated with partnerships and direct implementation, policy compliance, operational practices, mitigation measures, and gaps, and provide risk management advice in line with the strategic goals and evolving operational context.

The Ethiopia Operation oversees seven (7) different contexts in respect of refugees across 21 camps, an ever-increasing urban caseload and a diverse IDP situation that is situated in multiple locations across the country.  The operating context is extremely fragile, multi-faceted and complex.  Most recently, it is seen that there are several ‘triggers’ related to but not exclusively concerning civil war, climate, governance, political, security, regional dynamics, external shocks (e.g., Russia’s invasion of Ukraine and the disastrous earthquakes impacting Turkey and Syria), and high inflation that could threaten the capacity of UNHCR to function meaningfully in the country. For IDPs displaced due to conflict, the situation remains especially dire in Tigray province as aid remains wildly insufficient with none getting in since late August 2022. Extreme climate activity has produced flooding in Gambela and Afar, while simultaneously a severe drought in the southern and south-eastern regions have triggered an influx of forced migration and increased food insecurity. In conclusion, Ethiopia remains a high-risk operation that requires constant vigilance and relentless focus if genuine impact is to be made. 

Living and Working Conditions:

Addis is the capital of Ethiopia. the city has an estimated population of 3 million inhabitants. It is where the African Union is headquartered. It also hosts the headquarters of the United Nations Economic Commission for Africa (ECA), as well as various other continental and international
organizations. Staff reside in commercial accommodation available in town (cf. UNDSS TRIP WEBSITE for the list of UN recommended hotels). There are limited medical facilities in Addis that are equipped to deal with moderate medical cases. Evacuation opportunities are also limited.
However, air ambulance evacuation can be organized for life- threatening emergencies during daytime. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.


The climate of Ethiopia and the regions varies greatly. It is temperate on the plateau and hot in the lowlands. Generally, the high elevation of the land affects one's adjustment to the environment. At Addis Ababa, which ranges from 2,200 to 2,600 m (7,218 to 8,530 ft), the maximum temperature is 26 °C (78.8 °F) and minimum 4 °C (39.2 °F). The weather is usually sunny and dry, but the short (belg) rains occur from February to April and the large (meher) rains from mid-June to mid-September.


The economy of Ethiopia is a mixed and transition economy with a large public sector. The Government of Ethiopia is in the process of privatizing many of the state-owned businesses and moving toward a market economy. However, the banking, telecommunication and transportation sectors of the economy are dominated by Government-owned companies.


The local currency is the Ethiopian Birr. Foreign currency may only be changed at authorized banks and hotels. Exchange of foreign currency outside the regulated banks (Black Market) is a criminal offence, and international UN personnel caught by police sting operations have been
known to be arrested and detained for several days. Any entry or exit of cash in excess of US$3,000 (or the equivalent in other foreign currencies) must be declared to the customs authority.


ATM cash withdrawals are largely available in Addis. AMEX is generally not accepted. Payment with credit card is possible in a few selected shops and tourism areas, but this form of payment is expanding. There is an acceptable access to communication means, such as internet, telephone sim cards etc. PAMA is also available at the Offices.
