UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power .The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihoods and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights

Duties and Responsibilities

The incumbent will undertake the following tasks in order to ensure the success of the project: 

Objective of the assignment: 

Under the overall guidance of the ABADEI Manager, and under the direct supervision of the Reporting Analyst. 

Supporting AIMS Analyst in performing data collection and data cleaning of ABADEI Information Management System (AIMS)certain 

  • Following up with AIMS users regarding data entry deadlines 
  • Cross checking data in AIMS against narrative progress reports submitted by RPs
  • Identifying issues with data, including
    • Data not conforming to ground reality
    • Data that do not add up 
    • Data that is not consistent with narrative reports
    • Communicating with RPs regarding data issues and following up with revision

Supporting AIMS Analyst in performing admin functions for certain ABADEI Information Management System (AIMS)

  • Maintaining location database to ensure all target communities are added in the database with correct GPS
  • Maintaining intervention profiles based on the project inventory

Provision of support to Responsible Parties (RPs) and UNDP area teams in AIMS data entry

  • Supporting the AIMS analyst in providing training to AIMS users
  • Answering enquiries from AIMS users 

Providing support for reporting requests

  • Retrieving data from AIMS and preparing data based on reporting requests

Required Skills and Experience

Education:
  • Master’s degree in economics, statistics and other data-related area. Or Bachelor’s degree in economics, statistics and other data-related area.
Experience:
  • Minimum of 2 years work experience with a masters or 4 years with a bachelor’s of experience in data analysis. 
  • Minimum 2 years work experience with a masters or 4 years with a bachelors in the field of data cleaning or data analysis is required 
  • Ability to use statistics tools such as power BI is required
  • Experience working with web-based database is required
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required
  • Experience working in the UN/ UNDP is an added advantage.
  • Excellent drafting, formulation, reporting skills.
  • Ability to use statistics tools such as power BI is required
  • Experience working with the UNDP framework at the national level.
  • Understanding of Afghanistan context regarding data collection and management would be an added advantage. 
  • Ability to use statistics packages, such as R, and data visualization tools such as Tableau is and added advantage.
  • Experience working with the UNDP framework at the national level. 
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.

Language Requirement

  • Excellent writing and speaking skills in English are required.
  • Fluency in Pashtu or Dari is required
