Community security is an increasing concern in Cox's Bazaar District. The influx of more than 740,000 Rohingya refugees since August 2017 has created security dynamics. It has also amplified pre-existing issues, such as drug smuggling and human trafficking. The situation in the refugee camps is especially troubling, given an increase in murders and kidnappings in 2019. Camp residents face a range of safety issues, such as theft, lack of lighting, drug use and smuggling, human trafficking, disputes over aid distribution, and gender-based violence. As the situation becomes more protracted, security issues in the camps and the rest of the District will become increasingly interconnected. The host communities are also facing the problem of enormous drug and human trafficking, disputes over livelihood and resource allocation, and domestic and gender-based violations. After successfully implementing the Community Recovery and Resilience (C2RP) Project for the host communities, it has been found that there is a critical need to support the camp communities to ensure their safety and easy access to formal and informal justice. 

Based on the achievements of community policing in host communities, in 2020 the UNDP has initiated a joint pilot programme in consultation with the UNHCR and IOM to support the camp communities. In this context, UNDP, UNHCR, and IOM have developed a community safety mechanism to build a partnership with the APBn forces and CiC's and identify the security issues to reduce and defend the criminal activities in camps and host communities. UNDP, UNHCR, and IOM successfully implemented the pilot programme and established a community safety forum in camps 4 and 20 Extension. According to the lessons of the pilot programme, it is found that it has importance to work with the District Judiciary and District Legal Aid Committee to ensure legal protection of the poor communities.

Enhancing Community Safety, Peaceful Coexistence and Access to Justice for Refugee and Host communities in Cox Bazar Project will hire Project Assistant to support programme functions on behalf of Enhancing Community Safety, Peaceful Coexistence and Access to Justice for Refugee and Host communities in Cox Bazar (CSPS) Project in Cox’s Bazar to successfully deliver operations services. Therefore, the “Project Support Assistant” will support the Enhancing Community Safety, Peaceful Coexistence and Access to Justice for Refugee and Host communities in Cox Bazar (CSPC) Project under the overall supervision of the Project Manager-C2RP, UNDP Cox´s Bazar Sub-Office.

Scope of Work 

The objective of this assignment would be on the project's relevant programme operations support. The Project Support Assistant will be liable for communicating with the local level stakeholders, supporting to preparation programme budget, planning for a field visit, data collection and analysis, field level programme implementation, and preparing a draft programme/project report. Provide technical input to organize field events and activity-based programme support concerning the ongoing events for the project. Prepare meeting notes, draft training schedule, and manage and facilitate the training and workshop.

Duties and Responsibilities:

  • Provide the necessary support to his/her supervisor in managing and monitoring projects under the supervisor's responsibility.
  • Support in planning and budgeting the field-level activity aligned with the project annual plan. 
  • Provide support to ensure practical administrative and logistical support focusing on achieving the planned activities as per AWP.
  • Assist in organizing workshops, training, consultations, awareness raising, and other filed level sessions; Provide administrative and logistics support to the project team.
  • Provide support to the supervisor in preparing project documents like drafting of project reports, donor reports, concept notes, notes to file, programme schedule, and any other support as required by the project management.
  • Maintain general office files and keep information and reference material to allow easy reference and retrieval.
  • Prepare draft presentation materials/slider in PPT for the meeting, meeting minutes, develop info graphic.
  • Conduct research and qualitative event reporting on project initiatives undertaken. 
  • Prepare a coordination plan and regularly report the work progress with the contractors and contractual service companies working on the project. 
  • Provide support to develop advocacy tools and communication materials, including success stories, correspondence, and any other content for the overall project activities/achievements.
  • Develop a data management tool and database for the concerned stakeholders and record the progress of the field-level ongoing activities.
  • Perform other programme and admin support duties as instructed by the Project Manager.

Institutional Arrangement

The ‘Project Support Assistant will work under direct supervision of Project Manager - Enhancing Community Safety, Peaceful Coexistence and Access to Justice for Refugee and Host communities in Cox Bazar, and in close coordination with Operations unit of Sub Office of UNDP’s Cox’s Bazar Rohingya Response Office. Project Manager will be the contract administrator for the assignment and will supervise the activities and evaluate her/his performance and approve the deliverables.

Required Skills and Experience
Education:
  • Minimum Higher Secondary Certificate in any discipline from a recognized institution is required.
  • Minimum Bachelor’s degree in any discipline.
Experience:
  • Minimum 5 years with Secondary Certificate or 2 years with Bachelors degree of relevant working experience in project management, reporting, programme implementation & documentation, budgeting, stakeholder communications and advocacy in the area of community safety/mobilization, justice reform initiatives, humanitarian or development sector/projects with UN Agencies or INGOs.
  • Previous experience in the same field or related work for a donor organization, UN agencies, or INGO will be an advantage.

Required  skills:

  • At least 2 years of experience in working with key justice stakeholders including judges/lawyers/legal aid officials/police/local level government and non-government stakeholders.
  • Minimum 2 years working experience with UN, donor agency or INGO.
  • Acting as a team player and facilitating teamwork.
  • Actively works towards continuing personal learning and development.

Desired additional skills and competencies:

  • Experience in working with all Microsoft Office programmes.
Required Language(s):
  • Fluency in English and Bangla is required.
  • Fluency in Local Chittagonian language will be given preference.
