Migration and Displacement Senior Officer
Job Purpose
The Malaysia Migration and Displacement Senior Officer provides technical and operational support to MRCS with a focus on strengthening MRCS’ internal capacity related to Migration and Displacement. This support is provided in line with the IFRC Asia Pacific Migration and Displacement Framework for Action and the IFRC Global Migration Strategy, as well as relevant Red Cross and Red Crescent Policies and Guidelines on Migration and Displacement.
This position will provide the effective implementation of the MRCS Plan of Action on Migration and Displacement in the context of emergency preparedness and longer-term programming.
The Malaysia Migration and Displacement Senior Officer will also provide technical advice and training to enable MRCS to integrate the Movement’s principled approach to Migration and Displacement in programmes, operations, and when engaging in humanitarian diplomacy.
Job Duties and Responsibilities
Project Management
- Coordinate, convene, and provide secretariat support to the MRCS National Committee on Migration and Displacement, which guides implementation of the MRCS Plan of Action
- Lead the effective and timely implementation of the MRCS Plan of Action on Migration and Displacement, through:
- Strengthening capacity of MRCS National Headquarters and branch-level staff and volunteers on the Movement’s principles and approach to Migration and Displacement
- Strengthening MRCS’ initiatives to assist and protect migrants and displaced people (including migrants in detention)
- Strengthening emergency response capacity of MRCS in migration and displacement
- Enhance coordination and communication between NHQ departments and branches
- Ensure sound financial management is applied to Migration &Displacement projects, including development of budget, ensuring that budgets are monitored, problems identified, and solutions implemented in timely and effective manner.
Monitoring, Analysis and Technical guidance
- Monitor and analyse migration and displacement trends and dynamics related to Malaysia.
- Strengthen the capacity of MRCS within NHQ and branches on migration and displacement through developing the MRCS Migration and Displacement Policy and Strategy; introductory and advanced-level training curricula, and other tools
- Promote the integration of Movement Migration and Displacement policies and principles across departments of MRCS, and in activities implemented at the branch level, in both emergency and non-emergency situations.

Movement Coordination, representation and partnerships
- Promote Movement coordination and cooperation on Migration and Displacement including through the Malaysia Migration and Displacement Working Group
- Support dialogue and cooperation between MRCS and sister Red Cross and Red Crescent National Societies, and aligned with the IFRC ‘route-based’ approach to Migration and Displacement
- Represent MRCS participation in the Asia Pacific Migration Network (APMN)
- Represent MRCS in external fora related to migration and displacement, and support MRCS to engage in humanitarian diplomacy with key external stakeholders.
Reporting and Communications
- Provide regular reports on the status of the implementation of the Plan of Action to the MRCS Secretary General and Chair of the National Committee on Migration and Displacement
- Ensure the positioning and visibility of MRCS’ Migration and Displacement achievements through contributing to case studies, web stories, newsletters, and other migration- and displacement-related publications and reports.
Education
Required
University degree in a relevant field or a diploma with equivalent qualifying experience

Advanced university degree in a relevant field
Experience
Required
- 4-6 years’ experience working on migration and displacement related issues
- Knowledge of International Red Cross and Red Crescent Movement approach
- Project management and coordination
- Developing and implementing training and facilitation of events
- Monitoring and evaluating projects
- Working with financial systems
- Writing, editing and analysing complex reports
Preferred
- Knowledge of International Red Cross and Red Crescent Movement approach.
- Development of humanitarian policies and strategies .
- Working for a humanitarian/non-profit organisation (e.g. UN agencies, civil society, etc.)
