UNDP's presence in Barbados is a Multi-Country Office (MCO) that covers the Eastern Caribbean including Anguilla, Antigua and Barbuda, the British Virgin Islands, the Commonwealth of Dominica, Grenada, Monserrat, Saint Lucia, St. Kitts and Nevis, and St. Vincent and the Grenadines.

Communicating UNDP's mandate and results in Barbados and the Eastern Caribbean is critical so that the Governments, the general public, development partners and donors, as well as the global network of UNDP understand the contribution UNDP is making. This will enhance UNDP's reputation, public perception, credibility, and trust, and will provide the basis for resource mobilization.
 
The Communications Analyst maintains a working relationship with the Regional Communications Advisor. S/he works in close collaboration with the Programme and Operations teams, communications personnel of other UN Agencies, UNDP Communications Group staff ensuring successful UNDP communication strategy implementation.

 
Duties and Responsibilities
Under the guidance and direct supervision of the RR, the Communications Analyst participates in the implementation of the corporate communications strategy, as well as in the design, management, and implementation of the MCO communications strategy geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP.

Summary of Key Functions:

  • Lead the implementation of the UNDP MCO Communications Strategy
  • Lead outreach campaigns and ensure the implementation of the publication's strategy and plan
  • Supervision of the design and content coordination of the UNDP website, intranet and Country Office (CO) web-based knowledge management system
    Support for business development
  • Ensures effective coordination and management of Communications needs of the various Programme and Operations teams and Out of Barbados Offices

Guide the implementation of the UNDP MCO Communications Strategy

  • Lead the coordination of communications needs assessments for the MCO (projects, country programme, corporate change initiatives, etc.)
  • Analyze requirements and synthesize proposals for elaboration of the MCO communications and outreach strategy based on corporate strategic priorities
  • Develop/produce communication and advocacy instruments and materials for marketing and awareness raising campaigns, including briefing materials and media materials in coordination with the MCO senior management
  • Prepare and consolidate annual work plan and events calendar to achieve the UNDP's communications' mandate, in close collaboration with the programme/project teams
  • Synthesize proposals for project formulations to integrate advocacy and communication strategies into all aspects of UNDP's programming
  • Analyzes and understands trends pertaining to the political and social landscape and reports to the RR as necessary.
  • Lead UNDP's communication activities around the Sustainable Development Goals, especially the Blue Economy
  • Organize and support stakeholder events and partnerships to increase awareness of UNDP
  • Project compliance gatekeeping on communications in LPAC (The Project Comms Plan will be part of the QA checklist)
  • Reinforce the linkages between partnerships and resource mobilization through the use of communication tools and strategies.

Support outreach campaigns and development of marketing materials focusing on the achievement of the following results:

  • Implementation of the CO publications strategy and plan based on the corporate publications policy.
  • Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues.
  • Draft/prepare, consolidate, finalize and disseminate public information materials (e.g. Case studies articles, fact sheets, newsletters, information leaflets, videos) to donors, stakeholders, partners appropriate, to support the UNDP priority activities;
  • Coordination and management of CO publication activities of the projects, including content management, norms for publishing and design. Maintain regular contact with media houses, printers, and other suppliers to ensure production and publications dissemination.
  • Produce high-quality photography, videography and other digital media products
  • Media Monitoring: Identification and collection of media news related to or relevant for UNDP

Coordination and Management of the design and maintenance of the UNDP Website, media outreach and Social Media Platforms

  • Management of the design and maintenance of office websites and microsites based on corporate requirements in cooperation with the ICT staff.
  • Maintenance of media database, website, intranet, CO web-based knowledge management system and social media platforms.
  • Develop success stories and provide relevant inputs for the development of newsletters and website articles.
  • Coordination of content providers and final preparation of content for the websites and social media platforms to ensure relevance and consistency of the materials.
  • Supervision of social Media campaigning (Pilot Campaign) and accounts management
  • Evaluation of existing social media accounts and recommendations for increased effectiveness
  • Instagram and LinkedIn accounts feasibility-desirability analysis
  • M&E of UNDP in the media and UNDP corporate media channels
  • Design of graphics to support communications as needed

Support to Corporate Advocacy and CO Business Development

  • Lead coordination in the development, promotion and maintenance of local and regional public information campaigns on issues including UNDP programme activities, UN Reform, and Sustainable Development Goals.
  • Promotion and dissemination of practice including corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
  • Packaging and submission of programme initiatives for donor review in collaboration with programme and communications team
  • Support to the development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society, and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Ensure access for journalists to subject-matter experts and UNDP spokespeople.
  • Preparation and coordination of content for donor reports, civic education and community awareness where appropriate to support projects.
  • Actively manage effective responses to inquiries for public information materials.

Ensures effective coordination and management of Communications needs of the various Programme and Operations teams and Out of Barbados Offices

  • Support the effective coordination and management of the Communications team, including, as needed, preparation of the workplan, etc.
  • Management of media on Senior Managers missions and eventsLiaise with HR and Procurement for the advertisement of vacancies and bids
  • Support to Offices out-of-Barbados, Communications staff in projects and consistency of corporate and project/sub-office media platforms. Duplication of information where appropriate.
  • Produce communications materials and standard templates
    Support to all projects and programmes outreach activities
  • Ensure each project updates, utilizes and is guided by the communications plan
  • Support to staff to include the production of content for use on various platforms as a goal in their PMD
  • Contribute to the improvement of internal communication processes within the MCO.
  • Provide trainings for UNDP personnel on internal and external communications for development.
  • Provide and develop graphics from projects and staff

Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office.

 

Institutional Arrangement
The Communications Analyst directly reports to the Resident Representative (RR). The Communications Analyst will have the Communications Associate (Operations) as a direct report and will also give guidance to the Communications Associates under the CO’s programmes.

Required Skills and Experience

Education:

  • Master's degree in media and/or public relations, journalism, publishing, communications, marketing or related field; or Bachelor´s degree in media and/or public relations, journalism, publishing, communications, marketing or related field, with 2 additional years of relevant experience.

Experience:

  • Minimum two (2) years’ with Master´s Degree or four (4) years with Bachelor’s Degree of relevant experience at the national or international level in public relations, communications, or advocacy.
  • Experience in the usage of computers and office software packages, good knowledge, and experience in handling of web-based management systems.
  • Strong experience in social media and behavior change communication.
  • Experience in delivering and facilitating innovative approaches and solutions for communications for development (C4D).
  • Strong interpersonal, written and oral communication skills.
  • Strong ability to work effectively in multi-disciplinary and multi-cultural teams.
     

Desired Criteria:

  • Experience with creating digital content for social media platforms advocacy campaigns, or story telling videos.
  • Proven experience with Adobe creative cloud or other software tools in designing and creating data visualization products and other communications tools is an asset.
  • Proven experience in strategic communications and developing communication and advocacy strategies is desirable.
  • Experience with public relations and writing public relations briefs is an asset.
  • Previous experience of working with local non-governmental organizations, civil society organizations and community-based groups is desirable.
  • Experience working with UNDP, or another UN agency, with sound knowledge and experience in all aspects of the development communications is an advantage.
     

Languages:

  • Fluency in written and spoken English.
