Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

The Postal sector has been faced with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to changing customer needs. The Postal Technology Centre Directorate (DCTP) of the UPU acts as a link between technology and the needs of the Postal industry by being the first choice in providing IT solutions, applications and services that enable the delivery of domestic and international postal services.
Main duties:
Under the direct supervision of the Senior Technical Account Manager - Mail Products and Services, the incumbent will be the point of contact for users (technical accounts) of the DCTP's mail products and services portfolio, for all matters related to software development projects (evolution of existing software or creation of new software for this line of products and services).

1. Collect and analyze business requirements, and develop detailed functional specifications and designs.

2. Evaluate project costs, define deliverables and deadlines and - after review by the Account Relations and Product Management Coordinator - prepare offers (financial offer and plan) for the technical accounts.

3. Maintain the customer relationship management system database for all technical accounts under the incumbent's purview.

4. Manage the projects (software development) with the designated operators and take corrective measures and/or update plans when necessary.

5. Monitor the quality of the projects (quality of deliverables and conformity with expectations of requesting technical account).

6. Work in close cooperation with the software development team, test team and technical writing team to set up the software development projects, and manage them together with the Project Management Office (PMO).

7. Present the mail products and services portfolio of the DCTP and promote these products and services among UPU members (participation in regional events when required).

8. - Cooperate with other team members for the management of second-level support;
- Liaise with the development team or network team when needed (third-level support);
- Collect and log change requests, and assess and assign priorities.
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (BSc or similar) in computer science, engineering or a related field.
Experience:
At least five years of experience in business analysis for software development, transforming requirements into functional designs.
Technical knowledge:
1. Knowledge of managing a portfolio of technical accounts, preferably in an international environment.
2. Knowledge of managing a portfolio of software products (designs and release plans) would be an asset, experience in the postal/customs sector would be an advantage.
3. Project management skills.
4. Capacity to quickly acquire strong functional knowledge of large software applications and a major product line.
5. Experience with process and/or software architecture modelling tools and notations (e.g. UML, BPMN) would be an advantage.
6. Basic knowledge of information system security.
Skills and abilities / competencies:
1. Good presentation and communication skills.
2. Negotiation skills.
3. Ability to speak to technical and non-technical people.
4. Adaptability, so as to accept changes in project priorities and scope.
5. Excellent interpersonal skills.
Language skills:
Proficiency in English is mandatory. French would be an advantage.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff", which expressly exclude some international benefits (home leave, installation grant, education grant and eligibility to a continuing appointment).

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Monthly salary: (Net of tax)
7,000 CHF
