About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision to stabilize and reduce the spread of HIV/AIDS in India and ensure that people living with HIV/AIDS receive un-stigmatized, affordable and quality care, support and treatment. Headquartered in Chennai, with 13 offices across the country. SAATHII also works towards universal access to health and social justice across the country.
About the Project: SAATHII, with support from the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) will be implementing projects towards the national goals for three 95-95-95 and ending HIV/AIDS. During the phase III of the GFATM grant, SAATHII will be implementing Svetana. The goal of this project is to accelerate Indiaâs progress towards Elimination of Mother To Child Transmission of HIV (EMTCT) by 2020. The project will be implemented in 428 districts across 24 states and Union Territories. The project will support scale up of PPTCT services in the public and private health care sectors.
SAATHII is seeking services of individuals with proven experience in with medium to large scale public health programs. The candidates should be passionate about helping India reach the national goal of Ending AIDS and reaching accelerated targets for 95-95-95. The candidates also should possess proven mentoring skills (in implementing public health programs).
National Program Specialists (NPS)- EMTCT (Svetana)
⢠Designated as PPTCT in-charge and will be responsible for the deliverables/ outputs of the EMTCT component of the grant; responsible for overall design and operationalization of the program implementation and achievement of the projectâs overall outputs and outcomes;
⢠Ensure development of the standard operating procedures (SOP) for phase III under EMTCT and ensure training of the partners on SOP
⢠Coordinate with BSD division NACO and NHM at the national level for guidance to program implementation; advocacy on technical issues, troubleshooting, getting directives for program strategies and to facilitate strategies for integration of HIV services in the health system
⢠Coordinate with the PR M&E team to ensure systems in place for streamlined reporting to NACO and GFATM; and conduct monthly review jointly with M&E team; and implement robust systems for tracking of project targets
⢠Provide induction training and technical support to the regional managers and where needed with state teams for ensuring smooth implementation and target achievement;
⢠Conduct field visits to states and review the program implementation, provide technical and programmatic guidance for troubleshooting and provide mentorship to state teams
⢠Coordination with diverse national team members from the areas of program, technical, monitoring and evaluation and finance
⢠Coordinate with other component leads and managers for enhancement of technical capacity building and integrated implementation
⢠Provide technical assistance in development of curriculum and training modules, supportive mentoring visits and providing onsite mentoring related to technical and operational components to the HIV service providers
⢠Moderate the discussions, conduct technical sessions and respond to the technical queries at discussion forums in coordination with NACO and other technical experts
⢠Technical mentoring, guidance to Master Trainers for ensuring quality training through regular orientation on technical components, webinar sessions and mentoring visits
⢠Program Management
o Staff recruitment, training and management
o Develop program management systems to facilitate smooth implementation of the Svetana program
o Conduct monthly and quarterly planning and monthly program monitoring at the national level and weekly reviews with the regional managers; conduct monthly progress review of the EMTCT component and ensure tracking of progress
o Coordination with finance and conduct program finance review of the EMTCT component budget at PR and SR/SU level and facilitate re-budgeting / reprogramming as required for EMTCT component
o Ensure adherence to the program and financial systems of compliance of the GFATM, NACO and the organisation
⢠Develop and finalize high-quality technical and project reports and process documents and submit periodic reports to the national program and donor as per the agreed timelines.
⢠Preparation of monthly and quarterly reports to NACO and NHM for the respective component. Ensuring the six-monthly reporting to GFATM, for the respective components
⢠Stakeholder management
o Interact independently with the leadership of SACS, SHS/ NHM, and other development agencies, professional medical associations and other implementing partners in the state
o Advocate with the government and professional medical associations for policy changes
⢠Represent the project at the state and where needed at national level forums
Qualifications and Skills:
o MBBS degree with at least 10 years of post-qualification work experience in HIV sector
o MD/PhD with specialization in public health/general medicine / paediatrics / O&G / Microbiology or other speciality is desirable
o In-depth knowledge of public health systems, and prevention, care, support and treatment aspects of HIV both in terms of technical components and program implementation
o Demonstrated ability to work in a multi-disciplinary team environment
o Proven abilities in all areas of project oversight, partner, stakeholder and financial management which are detailed under roles and responsibilities section
o Excellent oratory, and written communication skills in English
o Proven ability to train and mentor staff in program and technical areas and on evidence-based decision making
o Experience in and acumen for use of data (statistical inference) for program improvement and strategy formulation
o Sound computer skills, including use of Internet and MS Office⢠software
o Ability to handle large team and work independently as a team player in a complex, multicultural environment
o Willing to travel extensively across the country
o Minimum three year of commitment to the project and organization
SAATHII works on first, third and fifth Saturdays in a month and follows modest per diem policy.
