| Role objectives |
The Health, Safety, Social & Environmental (HSSE) Coordinator shall report directly to the YIUSEP & YEHCP HSSE Officer & indirectly to the respective City Engineer. S / He, on the other hand, would ensure complete collaboration with Yemen office sectors specialists & Project Managers (PM's). Under the guidance & direct supervision of the Project HSSE Officer, the main duties of the HSSE Coordinator is to facilitate compliance with applicable World Bank (WB) environmental & social standards & our clients HSSE systems & provide advice on preventive measures needed in order to minimize harm resulting from hazards in the critical & high risk sub projects implemented under the Yemen Integrated Urban Services Emergency Project (YIUSEP) & the Yemen Emergency Human Capital Project (YEHCP). The incumbent needs to establish a safe workplace according to our clients Health & Safety (H&S) management systems & foster a culture of attention to HSSE issues in all the phases of the project implementation. Specifically, s / he provides worksites HSSE support & guidance throughout all activities.

Ensure compliance with our clients HSSE minimum requirements for the contractors procedures.
Assists in the development & delivery of operational processes safely.
Enforces our clients policies & procedures.
Assists teams to deliver an exemplary HSSE performance.
Performance measurement:
Identifies potential & actual areas of improvement & assists in setting & formulating goals & tools for their achievement.
Provides input to leading and lagging HSSE performance measures.
Liaises with all stakeholders in order to be aware & educate the workforce on HSSE related topics.

Hazard identification & risk assessment:
Assists teams in identifying hazards, assessing risks & identifying relevant controls to manage and reduce these risks to ALARP.
Fosters a safe culture by being informed, mindful, learning, fair & respectful.

Assurance:
Perform audits to measure the level of HSSE culture.
Carries out site HSSE audits & inspections as per audit & inspection plan.
Carry out regular site visits.
Provides HSSE input to our clients HSSE Officer.
Review contractors HSSE reports & upload them into our clients system.
Incident management:
Ensures incidents are recorded & reported.
Prepares initial incident reports.
Carries out immediate incident & near miss investigation.
Training & coaching:
Ensures that our clients HSSE expectations are communicated to the workforce.
Provides training sessions as per training plan & competency development requirements.
Educates workforce on lessons learnt from previous & industry incidents.

| Key competencies |
Bachelor Degree is required, preferably in H&S Management, Natural Science or Engineering.
A minimum of 5 years of progressively responsible experience in HSSE management is required, with at least 3 years in managing & implementing projects’ related H&S matters.
Experience in H&S risk assessments, inspections, incident investigation & training facilitation is required.
Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs & Slides is an asset.
Full fluency in English is required. Arabic language is strongly desired.
