Organisational Context
The Integrated Services Division, under the overall management of its Director and management team, provides operational and technical support to the Office of the Prosecutor as a whole, and to the Prosecutorial Pillars and their Unified Teams in particular. Within the Integrated Services Division, the Planning and Operations Section ensures the confidentiality, safety and security of the operations of the Office of the Prosecutor; it organises the field operations and assists the Unified Teams with their planning.
The Security and Protection Unit is within the Integrated Services Division and is in charge of the following functions: OTP-wide responsibility for the security of OTP staff and OTP operations; OTP-wide responsibility for the welfare and security of all witnesses and persons interacting with the OTP; Developing Strategic Threat and Risk Assessment’s (STRA) for each investigation with suspect profiles; Developing staff and witness protection strategies for each case based on the STRA; Contributing to and developing operational concepts for each investigation; Contributing to the development of budget forecasts on witness related support and protection; Development of databases, analytical reports, and other material to support OTP decision making as it relates to staff, operations and witnesses; Maintenance of a database, and follow-up in witness related support and protection issues as communicated to the Victims and Witnesses Section (VWS); Monitor VWS compliance; Providing support to the trial proceedings; Production of individual risk assessments for all witnesses; Maintaining and monitoring OTP compliance with protocols, instructions from Chambers, and agreements with third parties as they relate to witness protection; Research and development of methods and strategies to enhance the security, safety and welfare of witnesses and persons interacting with the OTP.
Duties and Responsibilities
Reporting to the Head of the Security and Protection Unit (SPU) within the Integrated Services Division of the Office of the Prosecutor (OTP), the incumbent performs the following tasks:
- Act as the focal point in the SPU for the preparation of risk analysis and threat assessments in relation to planned and ongoing investigations;
- Direct and participate in the collection, collation and analysis of information related to the general security situation in cases involving the Office as it impacts the security of individuals and witnesses interacting with the Office;
- Oversee and prepare regular reports on incident patterns, techniques and procedures identified in incidents, and perpetrator profiles;
- Manage the identification and recommendation of mitigating measures for use in the investigations and cases;
- Coordinate the drafting of reports and other documents for use within the Office and in trial proceedings in the Court as they relate to staff, operations, and witness security;
- Oversee the implementation, monitoring and response of Initial Response System (IRS) including liaison with Victim and Witness Section (VWS) and protection focal points and coordination of witness-related trial support and other logistics related to trial for all cases as they progress through the judicial cycle;
- Provide technical supervision on the work performed by the Protection Strategies Assistants;
- Participate in operations in the field related to the investigations, staff and witness security and the implementation and/or monitoring of mitigating measures.
Essential Qualifications
Education:
Advanced university degree in security and risk management, law, political/social science or other related field, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
A minimum of 2 years (4 years with a first level university degree) of progressively responsible professional experience in analytical activities, with a special focus on security or witness protection and/or related field, is required;
Experience/participation in security operations desirable;
Knowledge, skills and abilities:
- Good knowledge of provisions on witness protection as well as general threat and risk assessment procedures, including risk mitigation would be considered an asset;
- Excellent drafting ability and ability to prepare written reports that are clear, concise and meaningful;
- Strong IT skills including MS Office, relational databases, and visualization software;
- Production and use of intelligence;
- Strong project management skills with the ability to work in an autonomous manner with minimum supervision;
- Ability to interact with diplomacy;
- Good interpersonal and communication skills; demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
- Demonstrated ability to maintain and encourage a collaborative team environment;

Knowledge of languages:
Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
