In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Takeda Pharmaceutical Company Limited, UNICEF, World Health Organization, University of Manitoba, Bill & Melinda Gates Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.
The Non Communicable Diseases program is run by the Ministry of Health and Family Welfare, Govt. of India as a part of their initiative to strengthen comprehensive primary care. Dell Technologies has supported the Ministry of Health and Family Welfare, Govt. of India, to develop and deploy the technology backbone of this program with a suite of applications. Tata Trust along with Dell Technologies have supported the current implementation under the aegis of the National Health Systems Resource Center (NHSRC).
The current IT operations of the NCD app are managed and supported by a L1, L2 L3 team staffed by Tata Trust and Dell Technologies. However key gaps have been identified in the future readiness of the architecture and the app, and several contingencies need to be developed to improve the performance and the user experience on this technology architecture, given its rapid deployment and expansion under the comprehensive primary healthcare program.

Responsibilities

Application performance Monitoring (APM):
• Understand and analyse the existing CPHC NCD system
• Identify performance metrics such as concurrent users, requests per second etc. in consultation with Dell team
• Monitor and analyse current production environment and troubleshoot the problems
• Based on usage data points, develop Performance Testing Strategy
• Plan and design performance tests
• Configure the environment for running performance tests
• Identify performance symptoms and issues
• Execute the performance tests
• Monitor and record performance test output
• Identify and implement performance improvement using industry best practices and guidelines
• Demonstrate quantifiable performance improvement in the system in production environment Program Management:
• S(he) will be responsible for planning and managing NCD program and implementation aspects for smooth functioning of the program.
• Manage the delivery of all the workstreams – Product, Engineering, Partnership, Implementation etc.
• Keep a track of key milestones/deliverables and anticipate issues that need resolution and ensure that the overall effort is on the path to success and call out potential threats and dangers, and drive resolution in a timely manner.
• Be the first point to manage any interactions and escalations. Government Partner Engagement:
• Liaison with the national, implementation, technical teams and PMU to streamline operations of the NCD program. Travel to govt. Partner locations periodically will be required for NCD program.
• Provide programmatic updates and guidance on next steps of the program.
• S(he) will also be responsible for evangelizing the program to a larger ecosystem for wider adoption

Required Qualifications

B.Tech/BE (Computer Science) / M.Tech /MCA
• Minimum 10 years of experience in IT consulting, project management IT development & IT implementation projects. Out of which 6 years of experience working for government clients
• Good to have: Experience in Health-related IT consulting, IT development or IT implementation projects.
• Overall responsibility to ensure effective and efficient IT Operations Support Unit team
Responsible for all deliverables and milestones including performance testing & optimization
Lead will be responsible for preparing monthly/quarterly progress reports for IT Operations Support Unit
Abilities/Skills:
• Ability to work with people from different cultural backgrounds is critical in this role. A degree in engineering or related field(s) required; post-graduate degree in management, public policy, rural/urban management, engineering or related field(s) will be preferred.
• Detail-oriented in program planning & execution including scope & requirements management, collaboration with partners, communications plans, & risk management etc.
• Excellent writing and presentation skills (ability to communicate complex ideas in a meaningful way).
• Excellent client relationship and expectation management skills.
• Strong interpersonal skills and comfortable leading without authority.
• Rigorous Program Monitoring, Reporting & escalation to steering committee.
