El Salvador’s Rights and Dignity Project is an Eight-year program funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with local and international organizations.

This is a full-time position based in San Salvador, El Salvador.

Counterpart International is currently seeking a Monitoring, Evaluation and Learning (MEL) Coordinator to provide technical support for the Rights and Dignity Project. This person will focus on supporting the implementation of the project’s MEL Plan, including documentation management, data gathering and processing, and supporting capacity building efforts. This position will report to the MEL Specialist.

Responsibilities

Monitoring, Evaluation and Learning:

  • Work under the direct supervision of the MEL Specialist, providing technical support to the implementation of the Monitoring, Evaluation, and Learning plan.
  • Support the MEL Specialist in overseeing the MEL activities of partner Government institutions and CSO partners.
  • Support the MEL Specialist in providing ongoing capacity building (coaching, mentoring, and support) to partners; regularly orient and update partners on MEL guidelines.
  • Coordinate with the Grants team for data collection from grantees, and help maintaining local contact database.
  • Accompany monitoring visits to partners, monitor adherence to data quality standards, and assist in quality assurance assessments;
  • Aggregate and verify data reported against indicators and ensure source documentation is readily and available, and support the analysis of data collected.
  • Support the gathering, systematization, and proper storage of project documentation related to MEL efforts and data to facilitate reporting to donor.
  • Support the MEL Specialist in the process of gathering and analyzing information from technical and other project teams for the purposes of writing periodic reports.

Qualifications

  • BA degree in statistics, sociology, English, capacity development or related field;
  • At least three years of job experience related to project monitoring and evaluation, preferably in the framework of donor-funded projects;
  • Excellent verbal and written communication skills in Spanish, proficiency in English preferred;
  • Experience in reporting on USAID-funded projects strongly preferred;
  • Ability to present and communicate findings convincingly to a variety of audiences through oral and written presentations, reports, memos, and articles;
  • Knowledge of development performance indicators and their tracking and reporting; experience in developing database systems to collect performance data preferred;
  • Aptitude for developing data collection instruments (e.g. surveys) and collecting data (e.g. using surveys, focus groups, key informant interviews, etc.);
  • High level of experience with the use of Spreadsheets software packages (e.g. Microsoft Excel);
  • Ability to perform qualitative and quantitative data analysis, such as content/pattern analysis; familiarity with descriptive and inferential statistics preferred;
  • Excellent organizational skills to meet strict deadlines;
  • Ability to develop good working relationships with Program’s funder, partners and other stakeholders;
  • Familiarity with gender, human rights and development issues strongly preferred;
  • Advanced knowledge of MS Office; knowledge of Office365 and SharePoint preferred.
