REGIONAL SUBPROGRAMME COORDINATOR - BIODIVERSITY AND ECOSYSTEMS

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP/Regional Office for Latin America and the Caribbean (ROLAC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.
This position is located in the UNEP/ ROLAC Office at the Panama Duty Station. Under the direct supervision of the Deputy Regional Director, the incumbent will be responsible for the following duties:
1. Lead programme development, implementation and resource mobilization for Ecosystem Management subprogramme in the region:
a. Lead the development of new regional concepts and proposals for potential funding.
b. Provide technical support to regional consultations and national level activities towards the implementation of biodiversity-related Conventions and regional agreed priorities.
c. Provide technical support and guidance to the implementation of core projects under the subprogramme (e.g. ecosystem economics) in the context of processes relating to the Sustainable Development Goals and emerging regional priorities.
d. Ensure close coordination with the Caribbean sub-regional office, Mexico Office, Brasil Office and the Southern Cone Office in developing and implementing projects and other initiatives.
2. Support countries in the Latin America and the Caribbean region in implementing biodiversity-related MEAs and the UN Common Approach for Biodiversity:
a. Maintain regular contacts with UN Agencies and biodiversity-related Multilateral Environmental Agreements (MEAs) Secretariats to provide support to their activities in the region, considering the regional priorities.
b. Convene and contribute technically to UNEPs internal network on National Biodiversity Strategies and Action Plans (NBSAPs) and to regional consultations, trainings and workshops.
c. Compile and disseminate technical papers/reports summarizing lessons learned and best practices in implementing biodiversity-related MEAs.
d. Provide technical support to countries in developing concerted national approaches and action plans/strategies for implementation of biodiversity-related MEAs
e. Identify key areas and issues in the region to further enhance and promote synergies among the biodiversity-related MEAs and undertake activities in collaboration with biodiversity-related MEAs Secretariats and other UN Agencies.
3. Support to the corporate functions of the Regional Office:
a. Contribute to regional strategic engagement and analysis, including information briefs.
b. Contribute to the regional corporate monitoring and reporting of the Programme of Work of all Ecosystem Management subprogramme projects and outputs managed from the Latin America and the Caribbean Office, including the Global Environment Facility (GEF) and marine-related initiatives.
c. Ensure interlinkages with other subprogrammes, in communications and fundraising, programming and implementation of projects and programmes.
d. Support the development of special outreach materials, presentations, speeches etc. to raise the profile of UN Environments Ecosystem Management activities.
e. Provide regular inputs to communications and outreach activities conducted by Latin America and the Caribbean Office focused on Ecosystem Management subprogramme work as well as special events, including through social media and website.
f. Support the Regional Office in the organization of the Forum of Ministers of Environment of Latin America and the Caribbean.
g. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
h. Perform other related duties as may be assigned by the Deputy Regional Director and the Regional Director.

An advanced university degree (Master’s or equivalent) in the field of environment, development or related fields is required.
A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
A minimum of seven (7) years of progressively responsible professional experience in project or programme management in complex socioeconomic settings or related fields is required.
Experience in managing projects or programmes in the field of biodiversity and ecosystems or related fields is desirable.
Experience in the United Nations system or other international organization is desirable.
Two (2) years or more of experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is desirable.
NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Appointment against this position is for an initial period of one year and may be subject to extension.
