| Overview of position |
Saudi Arabia has realized & sustained, for the last four decades, remarkable progress along the socio economic development path. As a result of this, the Kingdom has been able to move to a high income country. The GDP, for instance, increased from SR 156 billion in 1969 to SR 2,631 billion in 2018, putting the economy among the top 20 global economies in terms of size. Based on the annual ranking of the Human Development Index (HDI) of the Human Development Report (HDR), Saudi Arabia has steadily moved from the medium human development category in the 1990s to the very high human development category in 2018 at 0.857 value of HDI.
The Saudi Vision 2030 represents an ambitious resolve with long term goals & expectations founded on the strengths & capabilities of the Kingdom. It covers the three themes of a vibrant society, a thriving economy & an ambitious nation. A thorough review of the three themes & their underlying issues of national concern would reveal a holistic approach to development that encompasses the three dimensions of Sustainable Development Goals (SDGs): the social, the economic & the environment. Saudi Arabia recognizes that achieving the SDGs requires rigorous, real time & continuous monitoring, for which quality statistics is a must. The General Authority for Statistics (GaStat) has gone through a major revision of its corporate strategy & vision in alignment with the Saudi Vision 2030 & the SDGs. The revised strategy revolves around five pillars:

Agriculture is a key sector of the Saudi economy & an essential pillar in Saudi Vision 2030. One of the goals of Saudi Vision 2030 is to achieve food security & reduce reliance on agricultural imports, as shown by the COVID-19 pandemic, which caused supply chain delays. Current agriculture publications were designed in accordance with UN agriculture statistics guidelines to comply with international recommendations requiring transparency in agricultural statistics reporting.
Under the framework of the institutional support to statistics project, our cleint provides technical support to the GaStat to strengthen the institutional & human capacities of the national statistical system to support evidence based development planning & policy making.
Within this context, our client is seeking to recruit an Agriculture Expert to work on improving current agriculture statistics & aid GaStat in enhancing the statistical reporting on agriculture by developing statistics publications & implementing them within GaStat.

| Role objectives |
To support GASTAT in the preparation of the next three year agriculture statistics plan, our client is seeking an Agriculture Expert to review the current agriculture statistical publications. The scope of the assignment will be to carry out the following exercises with the objectives to improve quality of current products & develop new ones that would help decision makers as well as agriculture related organizations make sense of all agriculture related activities. The consultant will be required to:
Benchmark the current statistical products on agriculture with the best practices around the world & provide gap analysis report on where improvement is needed.
The gap analysis exercise should include suggestions for new indicators / statistical publications that reorganizes & suggests agriculture statistics products in a way that is aligned with country's reality & flexible enough to accommodate its vision of improving agriculture business.
Build & review the food balance sheet for the agricultural products.
Support the department for assigned tasks by studying challenges notably in the indicators of Sustainable Development Goals (SDGs).
Technical support:
Study the availability & the quality of administrative data & suggest how they could be used for the different publications produced by GaStat, even outside agriculture statistics department.
Design the agriculture statistics & advise on a plan for its indicators' (design, data collection, processing, analyzing & dissemination) that is aligned with the Generic Statistical Business Process Model (GSBPM): https://statswiki.unece.org/display/GSBPM
Ensuring that all data sources are used (administrative, surveys, big data) when appropriate & enhancing survey questionnaires to better capture needed information.
Provide advice & methodology of implementation for improving (geospatial data / big data / alternative data) intakes to better reflect agriculture reality within the country.
Harmonize country's agricultural statistics in accordance with internationally accepted definitions at all levels namely national, regional & global.
Design & define the business requirements for an agriculture statistics database platform, support its implementation & advise on the application of methodologies to data analysis.
Determining the adequate size for the sample (in agriculture surveys) considering the financial resources, timeframe & objectives of the survey.
Designing methods for calculating weights for survey data & estimating sampling errors.
Prepare charts, graphs & other outputs for reporting & presentation of various data in agriculture statistics different publications & advise on how agriculture statistics should be checked (statistically) & quality assured before publication.
Assist in liaising with international entities regarding capacity building & knowledge sharing to improve agriculture statistics reporting.
Perform any other relevant tasks requested by the supervisor.
Capacity development:
In addition to delivering the abovementioned technical support, the Agriculture Statistics Expert will advise the agriculture statistics department on principles & best practices in relation to agriculture statistics methodologies & frameworks.
Delivering training to agriculture statistics department staff in calculating agriculture & maintaining agriculture databases.
Providing coaching & on the job training for the agriculture statistics department staff as needed.
Expected deliverables & outputs:
Deliverable 1 - Report submission of the current situation as well as the benchmark & gap analysis.
Deliverable 2 - Submission of the first draft of "design & review of the agriculture statistics (surveys & publication templates) & advise on a plan for its indicators (design, data collection, processing, analyzing & dissemination)"
Deliverable 3 - Monitoring of food security indicators, including FIES (methodology, tables' template, bulletin template).
Deliverable 4 - Submission of food balance sheet statistical publications' (methodology, tables' template, bulletin template).
Deliverable 5 - Reporting on how & where (geospatial data, big data & alternative data) could be used to inform statistical production of agriculture statistics & reflecting such recommendations on the other deliverables listed in this table whenever appropriate.
Deliverable 6 - Submission of SDGs, agricultural related indicators with template design, methodologies, formula, data sources, etc., in a way that makes easier reporting of those indicators.
Deliverable 7 - Envision & design an agriculture statistics business platform.
Deliverable 8 - Training & coaching of staff.

This role reports to the department of agriculture statistics & will also send report monthly to the Program Analyst from our client side.
