Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.
In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.
Under this project, UNDP established a Decision Support Unit (DSU) to drive and coordinate various assessments and data collection/analysis in a variety of areas, to inform future actions pertaining to the recovery efforts. In addition, UNDP signed a Memorandum of Understanding with The Ministry of Communities, Territories and Infrastructure Development to launch a building damage assessment (BDA) and support the development of GIS system.
Based on the above, UNDP Ukraine is seeking a qualified Information Management Associate (IMA), who will join the Decision Support Unit and under the overall supervision of the Project Manager.
This position is a national position on a contract modality of “National Personnel Service Agreement” at NPSA-6 level.
Scope of Work
Under the direct supervision of the Information Management Analyst (Secondary Data Review) and the overall supervision of the Strengthening evidence-based recovery in Ukraine Project Manager, the incumbent will be responsible for the following key tasks:
I. Secondary Data Review and classification
- Identify, collect, and classify data and insights from various sources, such as official publications and reports, websites, social media, and other public data sets relevant to the Resilience Building and
- Recovery Programme analytical framework, using the DEEP platform and other relevant tools.
- Cleaning and validating data to ensure accuracy and completeness.
- Provide input and recommendations on primary and secondary data collection (qualitative and quantitative) for socio-economic impact assessments.
II. Compilation and analysis
- Provide data excerpts and analysis, per the requests.
- Contribute to production of regular written reports and dashboards including the digests, regions' profile, thematic briefs etc.
- Contribute to analyzing data to identify patterns, trends, and insights that can inform programmatic and management decisions.
III. Carry out ad-hoc assessments and data entry
- Participate in CO pilot studies/research.
- Participate in field surveys and data collection as required.
- Assist in data entry from scanned documents to text format e.g., extract data from publications for further processing and analysis.
- Update CO assessments and studies matrix in consultation with portfolios and projects focal points.
Institutional Arrangement
The incumbent will work under the direct supervision of the Information Management Analyst (Secondary Data Review) and the overall supervision of the Project Manager for the Strengthening evidence-based recovery project in Ukraine.

Min. Education requirements:
- Secondary Education is required OR
- Bachelor’s Degree in Data Analysis, Economics, Econometrics, or related fields will be given due consideration but it is not a requirement.
Min. years of relevant work experience:
- Minimum 6 years (with Secondary Education) or 3 years (with Bachelor’s Degree) of relevant experience in data management, analysis, and/or research.
Required skills:
- Analytical/ statistical research skills
Desired skills in addition to the competencies covered in the Competencies section:
- Knowledge of office software packages (Word, Excel etc..).
- Experience in data collection/ entry/compilation.

Required Language(s):
- Fluency in English and Ukrainian is required
