Position Description
EnCompass LLC is seeking a Program Director to support an upcoming 5-year United States Agency for International Development (USAID) Long-term Exceptional technical Assistance Project (LEAP Global), funded by USAID’s Bureau for Global Health. The purpose of LEAP Global is to support the development of “state of the art”, effectively managed and self-reliant national infectious disease programs in low- and middle-income USAID supported countries by embedding technical advisors and subject matter experts into national programs.
The Program Director must be passionate about finding, embedding, and supporting short-term and long-term technical advisors and subject matter experts in multiple countries.
This is important and urgent work, and the Program Director will be responsible for all elements of contract, fiscal, and performance management. The Program Director will have deep familiarity with all elements of the talent acquisition lifecycle, including DEIA and gender best practices in hiring and retention, and will be passionate about finding the most talented technical advisors to support the needs of national infectious disease programs.
The position is based at the EnCompass Rockville, MD headquarters or another location within the US where EnCompass is registered as a business entity.
For the foreseeable future, EnCompass is using a hybrid work model where most positions are remote with voluntary in-person attendance at the office. The exceptions to this model include scenarios such as if the client requires the role to be in-person. For US-based positions: Must be legally authorized to work in the US for any employer without sponsorship.
Position Duties and Responsibilities
Essential functions:
Administration/Management:
- Provide oversight for all aspects of LEAP Global implementation and achievement of expected outcomes and objectives
- Develop solutions to barriers and issues that are impeding the implementation of LEAP Global
- Maximize efficiencies, both in cost and operationally, in the implementation of LEAP Global
- Serve in a critical role as a liaison and as needed, establish working partnerships with USAID points of contact and host country representatives
- Maintain professional documentation for projects and deliverables
- Establish and maintain communication channels with USAID primary points of contact and other designated points of contact with USAID/Washington, Missions, host country ministries or departments, international organizations, and other designated points of contact
- Execute management processes and methodologies to ensure results are delivered on time and within budget
- Use professional judgment in handling information as it relates to employment personal information and data points
Technical:
- Ensure Collaboration, Learning and Adapting principles are met and that documentation and dissemination of findings, impact of LEAP Global, innovations, best practices, success stories and lessons learned
- Ensure timely, high-quality, and complete submission of all reporting requirements as specified in the contract
Other:
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications
Academic Qualifications
- At a minimum, a Master’s degree in business management or a related advanced degree. Preferred areas of study include international development, public health, human resources, business, social sciences, or a related field
Experience and Skills
- Minimum of ten (10) years of experience in leading and overseeing programs of similar scope and nature (i.e., global health, infectious diseases)
- A minimum of 5 years of experience in human resources management is required, with experience hiring and supporting technical specialists who work in global health
- Experience managing and mentoring staff and working with international and national consultants and staff at different levels and stages of their career required
- A passion for talent acquisition and team building; familiarity with DEIA best practices in hiring and recruitment processes
- Experience starting up and managing large programs; experience with USAID program management preferred
- Excellent financial management skills; familiarity with building and maintaining complex financial projections and trackers in Excel/Google Sheets
- Exceptional relationship building, networking, communication and presentation skills required. Experience working with national and sub-national level government officials preferred
- Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures (FAR, AIDAR, etc.)
- Familiarity with USAID Bureau for Global Health is preferred
- Proficiency in Google Workspace and Microsoft Teams
- Strong written and oral English language skills required; familiarity with USAID brand and style preferences preferred
- Strong organizational skills and attention to detail
- Ability to work in an appreciative, strengths-based environment and to guide others in using an appreciative approach
- Ability to travel internationally, as necessary
