EnCompass LLC is seeking Technical Experts for short-term (typically 3-6 month) technical assistance (TA) support for the anticipated Technical, Administrative, and Professional Support (TAPS) Mechanism funded by the USAID's Bureau of Resilience and Food Security (RFS).
TAPS will support existing RFS programming by providing the Bureau and other USAID operating units with human resource services and technical assistance across various functions. The services provided will support a wide range of inclusive agriculture-led growth, resilience, nutrition, and water, sanitation, and hygiene (WASH) activities aligned to the objectives of the Global Food Security Strategy (GFSS), the Global Water Strategy (GWS), the Multisector Nutrition Sector, the USAID Climate Strategy, and the USAID Resilience Strategy.
The TAPS consultants will work under the direct oversight of a TAPS management team member and in close collaboration with various teams across USAID. Consultants will be responsible for ensuring deliverables are completed on schedule and in accordance with EnCompass’s and USAID’s quality standards.
Specific LOE, deliverables, and periods of performance for specific assignments will be communicated by the project point of contact as assignments become available.
Consulting work under this mechanism will largely take place remotely, with potential for in-person work in the Washington, DC area or outside of the United States in locations where USAID operates.
Position Requirements
Qualifications
- Bachelor’s degree and 10-12 years of relevant experience. Or Master’s degree and 8-10 years of experience. Preferred areas of study include International Development, Economics, Public Policy, Public Health, Business, Agriculture, Natural Resources Management, Nutrition, Food Security, or other fields related to RFS’ work.
Experience and Skills
- A minimum of 8 years working on international development projects related to agricultural development, nutrition, water security, sanitation and hygiene, natural resources management or food security.
- Experience working to support or working within a developing country context, particularly relevant regional/country experience in Global Food Security Strategy focus countries, Water for the World priority countries, USAID nutrition priority countries, and USAID resilience focus countries.
- Familiarity with USAID and knowledge of USAID policies required. Experience working with the Agency strongly preferred.
- Ability to build effective working relationships colleagues, while working in multi-cultural environments.
- Commitment to customer service and exceptional quality.
- Ability to accept the unexpected, navigate changes, and provide right-sized solutions based on need and context within a given set of resource and environmental constraints.
- Strong research, analytical, writing and reporting capabilities.
- Attention to detail, accuracy, and strong time management skills.
- Strong proficiency in Google Suite applications.
- Fluency in English with excellent written and oral communication skills; Ability to work in other languages (e.g. French, Spanish, Arabic) strongly preferred.
