Job Purpose and Organizational Context
Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.
In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain lifeline and key basic services, followed by removal or mines and explosives as well as debris.
With the increased volume of financial resources and human resource related activities, the CO is hiring local HR Assistants to support the recruitment of staff to support the delivery of programmes, as well as other HR activities within the Country Office Operations team.
I. Ensures implementation of HR strategies focusing on achievement of the following results:
- Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies.
- Input to the CO business processes mapping and elaboration of the content of internal Standard Operating procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
II. Implements HR services focusing on achievement of the following results:
- Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions
of Secretary in interview panels. - Creation/update of positions in QUANTUM, association of positions to chart fields (PTAEO), update of PTAEO information, setting up vendor performing the functions of Admin.HR, Position Administrator and absence Processor in QUANTUM. Preparation of contracts (staff, PSAs, SCs).
- Tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through QUANTUM.
- Maintenance of the CO staffing table.
- Update of the CO rosters.
- Maintenance of proper filing system for HR records and documents. Provision of information for cost-recovery bills in QUANTUM for HR services provided by UNDP to other Agencies.
III. Ensures proper staff performance management and career development focusing on achievement of the following results:
- Provision of background information to TMRG.
- Provision of background information for drafting Whole Office Learning plan and individual learning
plans.
IV. Ensures conduct of UN-related surveys focusing on achievement of the following results:
- Collection of information for comprehensive and interim local salary, participation in the work of LSSC, hardship and place-to-place surveys.
V. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Participation in the trainings for the operations/projects staff on HR.
- Contribution to knowledge networks and communities of practice.

- Secondary Education with specialized certification in HR. University Degree in HR, Business Administration, Public Administration, Social Sciences or related field would be desirable, but it is not a requirement.
- 5 years (with secondary education) or 2 years (with Bachelor’s degree) of progressively responsible HR and/or administrative experience is required at the national or international level after secondary education.
Desired skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.
- Experience in HR with the UN/UNDP or Development Organizations or Public Sector or Private Sector etc.
- Experience in procurement or finance will be an added advantage.
- Experience in ERP systems is an advantage.
Language
- Fluency in Ukrainian and English languages is required.
