Weapons and Ammunition Management (WAM) Policy Officer
Permanent. Full Time position
Location – Malawi and Mozambique (extensive travel will be required in this role)
Salary – Up to £40,000 depending on experience.

RequirementHALO requires a Policy Officer to support the development of global weapons and ammunition management programming. HALO has delivered weapons and ammunition projects for over a decade, alongside its work clearing explosive hazards. HALO has built security force capacity to exercise responsible control over weapons and ammunition stockpiles in twelve countries and territories, building infrastructure and providing training, mentorship and enhanced stockpile management.
HALO seeks a Policy Officer who will support and develop HALO’s internal and external reporting, analysis, procedures, and monitoring, evaluation, accountability and learning
The Policy Officer must be experienced in academic security studies and practical delivery and coordination of security operations. A candidate with a background in private or government security liaison would be preferred.
Job ResponsibilitiesWorking to the Head of Weapons and Ammunition Management, the WAM Policy Officer will support global WAM policy, MEAL, and reporting. The Policy Officer will also support donor liaison, and grant management as required.
The Policy Officer’s duties will include the following:
WAM
- Support donor and partner engagement, support proposal writing and lead donor reporting
- Develop country specific analysis and brief to support technical assessments by HALO technical leads
- Support SOP development and policy generation
- Build on global WAM Theory of Change for WAM to develop indicators, monitoring tools, and external engagement opportunities
- Developing project-specific results frameworks for the Great Lakes region
- Implement the approved WAM MEAL framework and ensure MEAL is well integrated into organizational structure and understood across all departments.
- Build the capacity of the relevant staff and teams to report, analyze and act upon relevant political, economic and social developments in target countries
- Support project management and delivery as appropriate
- Lead gender and diversity mainstreaming and safeguarding initiatives. Develop HALO’s approach to women peace and security.
- Track and deliver all required donor reporting, and respond to Embassy and PMWRA requests for information
- Improving HALOs liaison and networking with donors, partners and other INGOs
- Be prepared to provide assistance to management team with training courses, covering colleagues’ absences, or other as directed by the Head of Weapons and Ammunition Management
- Supporting the Malawi/Mozambique Project Manager and Kenya Project Manager in their operations and reporting
General / Other Information:
Responsibilities - the WAM Policy Officer will directly manage admin and support staff associated with the project as necessary
Reporting - the role holder will report to the Head of Weapons and Ammunition Management, and the Head of Programme Development in the event of the former’s absence.
Place of work – hybrid role, mixed UK and Malawi base, with regular travel to Mozambique and travel to field locations and wider as required. HALO’s offices in the UK include Thornhill, Salisbury, and London, and regular travel to these offices whilst in the UK will be expected.
Training – the Policy Officer will be supported in their role by the Head of Weapons and Ammunition Management, and will receive training and support from global specialists.
Requirements
Essential Qualities / Experience / Qualifications
- Post-graduate security studies qualification
- Proven security sector experience, including government, private, military or police liaison
- Experience in security analysis, report writing, and briefing security stakeholders
Desirable Qualities / Experience / Qualifications
- Proficient knowledge and application of International Ammunition Technical Guidelines and Modular Small Arms Control Implementation Compendium
- Previous experience working alongside host-nation security institutions
