Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Participates in and provides technical supports in the definition of optimal design and functionality of software technology platforms.

Ensures that the organization retains the technological knowledge of the software platforms to guarantee service and independence from contractors.

Operates and maintains the IT Network infrastructure: core, distribution, interconnection links, wifi and network security, ensure all ITC Network infrastructures are designed in a scalable, cost effective methodology against industry best practices including ensuring Network infrastructure is secured, redundant and available as per agreed business requirements for internal and external user communities.

1. Work related to Software
- Participates in the selection and contracting of software solutions and service providers.
- Works with team members involved in implementations and management of physical infrastructure manager in order to resolve systemic issues and to identify improvements
- Facilitates integration between different software platforms and assists in the implementation of software upgrades and troubleshooting of networking problems
- Takes part in the review, testing and implementation of desktop operating systems, security updates, software applications and overall monitoring of the end-users computing environment
- Participates in providing technical support to the Information Systems & Development Team for the integration and design of applications and maintenance of the related hosting systems
- Participates actively in the implementation and administration of monitoring systems for all IT infrastructure core elements and major applications
- Communicates regularly with technical, operational and development staff to ensure that IT infrastructure integrity and security is optimal
-Troubleshoots system errors, runs routine diagnostics, document problems and resolutions, and assesses impact of systems issues

2. Planning & Organizing:
- Ensures that goals are consistent with agreed strategies
- Identifies priority activities and assignments; adjusts priorities as required
- Foresees risks and allows for contingencies when planning
- Monitors and adjusts plans and actions as necessary

3. Security
- Conducts information systems audits to ensure system information is secure from breach and unauthorized access
- Monitors system usage to confirm that employees have the proper level of information access
- Manages user access and permission requests including setting up, modifying existing and removing terminated users

4. Contract management
- Conducts quality control of services supplied by software providers, based on several key performance indicators (KPI)
- Performs user acceptance testing (UAT) for upgrades carried out by contractors
- Provides inputs for purpose of approval of payments to contractors based on contractual terms of payment

QUALIFICATION AND SKILLS REQUIRED
Education:
Bachelor’s degree or equivalent in network engineering, information systems, IT, or computer engineering
Experience:
At least two years’ experience in network administration preferably in cloud/IoT environment. Some experience working in the UN system or postal sector would be an asset.
Technical knowledge:
1. Broad experience of understanding and consolidating customers’ requirements, overcoming objections, solving client/project issues and ensuring customer satisfaction
2. Proficiency in managing resources across infrastructure and software teams
3. Understanding of software development and system architectures
4. Functional level proficiency in micro services, web services and middleware technologies.
5. Knowledge of BPM and Python would be an asset.
Skills and abilities / competencies:
1. Strong analytical and problem-solving skills
2. Good verbal and written communication skills, with the ability to communicate effectively with the project team and all levels of management within an intergovernmental organization
3. Strong interpersonal skills, including coaching
4. Team-building skills within a multicultural environment
5. Self-motivation and the ability to be productive without significant supervision
Language skills:
Proficiency in English is required. Working knowledge of French would be an asset.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff", which expressly exclude some international benefits (home leave, installation grant, education grant and eligibility to a continuing appointment).

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a one year contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
50,377 USD
Post adjustment: 81.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
