ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, working every day with individuals, communities, partners and governments to improve food and nutrition security, build resilience to shocks, and support governments to address the underlying causes of hunger and malnutrition. Key to achieving zero hunger is accelerating progress towards gender equality and women’s empowerment, including: achieving equitable access to and control over food security and nutrition; addressing the root causes of gender inequality that affect food security and nutrition; and advancing the economic empowerment of women and girls. 

THE ROLE

In Asia and the Pacific, WFP’s seventeen (17) country offices work to support 32.9 million people. The role of the Gender Advisor is to provide strategic guidance, technical support and oversight to WFP’s country and regional teams to advance gender equality and women’s empowerment in WFP’s programmes as well as in the technical assistance / capacity strengthening provided to governments. 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direction of the Regional Lead for Emergency Preparedness and Response and Cross-Cutting Issues, the Regional Gender Advisor will be responsible for providing technical guidance and support to countries, promoting internal and external regional partnerships, and advancing WFP’s global knowledge and capacities. The role will be responsible for guiding the implementation of WFP’s global gender policy and regional gender action plan, focusing on both WFP’s direct assistance programmes as well as its technical assistance / capacity strengthening support to government-led programmes. 

Specific responsibilities include, but are not limited to: 

Technical guidance and support to Country Office teams [remote and in-person] to strengthen gender equality and women’s empowerment across the programme cycle including in analysis, programme design, programme implementation, monitoring and evaluation: 
-    Support countries to strengthen disaggregated data collection and analysis, recognizing intersectional vulnerabilities including but not limited to displacement, disability, indigeneity and other affiliations; 
-    Provide strategic guidance and technical support to countries to design and operationalize gender mainstreamed and/or gender targeted programmes with clear outcomes defined;
-    Generate knowledge on best practices from the region, and strengthen the regional cross-cutting and gender network as a means to disseminate learning; 
-    Support and oversee alignment to corporate gender standards including in Country Strategic Plans, Gender-budgeting, Annual Country Reports, and the Gender and Age Marker and Monitoring tool; and
-    With the WFP Protection Advisor, support countries to meet WFP commitments on PSEA and related high-risk areas including the role out of new internal and partner assessment tools. 

Promote regional level advocacy and partnerships both internally and externally to advance WFP’s regional gender action plan, including: 
-    Lead regional level internal and external advocacy initiatives including 16 Days of Activism and International Women’s Day, and support senior level advocacy with external partners (UN, Inter-government, International/Regional Financial Institutions, other); 
-    Engage WFP functional areas to strengthen opportunities to achieve WFP’s commitment to gender equality and women’s empowerment across its internal systems and processes including but not limited to human resources and procurement; and
-    Identify, build and manage meaningful partnerships with UN agencies, research partners, and civil society organizations for the promotion and advancement of gender equality and women’s empowerment in the region. 

Advance global-level knowledge and capacities: 
-    Contribute to the review of corporate guidance, tools, and trainings, ensuring these are informed by operational realities; and
-    Support the dissemination of corporate guidance, tools and trainings, including new corporate indicators to measure progress against WFP’s corporate gender policy/commitments.

QUALIFICATIONS & KEY REQUIREMENTS

Education: You have

• Advanced university degree in one of the following disciplines: gender, social sciences international development, law, or another related field like international relations, human rights, political science, or humanitarian studies.

Experience: You have

• At least 8 years (for MA) or 10 years (for BA) of progressively responsible professional work in the design, implementation, monitoring and evaluation of gender mainstreaming, gender-transformative and inclusive programming across different settings. 

Note: The applicant should be able to demonstrate that this experience includes minimum 5 years direct experience in implementing / guiding gender programming at a country or field office level.  

• In-depth knowledge of gender issues in humanitarian and development settings and linkages with food security and nutrition.
• Strong analytical and writing skills, including the ability to write in an engaging and informative manner, conceptualize and clearly synthesize information, engage in strategic conversations at senior levels, and establish strategic partnerships. 
• Proven experience working on policy and programming in an international organisation or non-governmental organization. 

Knowledge & Skills: You have

• Strong advocacy skills and ability to adapt messaging and identify innovative means to influence on gender equality and women’s empowerment issues. 
• Ability to interact with partners.
• Analytical capacity to understand issues in depth and intersectional vulnerabilities, and to translate that into pragmatic operational guidance for programme generalists.
• Public speaking skills, interpersonal relations and team spirit.
• Flexibility to travel on short notice
• Acceptance to work and travel in challenging and difficult environments.

Languages: You have

• Fluency in English (spoken & written) is required. 
• Working proficiency in another official UN language (Arabic, Chinese, French, Spanish, Russian) is an asset.

MORE ABOUT YOU

Desired: 

• Experience in providing training and capacity-building on the integration of gender and inclusion in programming for humanitarian or development organisations and governments. 
• Familiarity with food security and nutrition programming (with WFP or a WFP partner). 
• Knowledge of UN system gender policies and functions of gender-mandated agencies including relevant coordination mechanisms.

TERMS AND CONDITIONS

• This is an International Professional position and is open to all nationalities.
• Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
• WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
• The selected candidate will be required to relocate to Bangkok, Thailand to take up this assignment.
