Position: “Monitoring, Evaluation & Learning (MEL) Lead”

HLFPPT Overview:

Hindustan Latex Family Planning Promotion Trust (HLFPPT) is a not- for-profit National organization promoted by HLL Lifecare Limited (a Mini Ratna Enterprise, GoI). It was founded in 1992 and is registered under Societies Registration Act, 1955 and today stands as one of the leading Public Health Organisation in India with a major development projects portfolio. HLFPPT’s core area of work is Family Planning, Reproductive Health, Maternal & Child Health, Adolescent Health, HIV/AIDS, TB, Skill Development, Elderly Care & Support, COVID relief and services with a focus on marginalized and underserved population. HLFPPT has its presence in 20 States and 02 UTs in India. HLFPPT’s corporate office is based in Noida, Uttar Pradesh.

Project Overview:

The USAID/India FIRE-UP Activity aims to improve availability and demand for voluntary FP/RH services/products by ensuring equitable access, empowerment, fostering engagement and creating an enabling environment, in alignment with India’s FP2030 vision of providing universal access to FP/RH services, with a strong focus on youth, marginalized and vulnerable populations.

HLFPPT is seeking a Monitoring, Evaluation and Learning (MEL) Lead for the USAID/India FIRE-UP Activity. The primary purpose of the Activity is to improve availability and demand for voluntary FP/RH services/products by ensuring equitable access, empowerment, fostering engagement and creating an enabling environment, in alignment with India’s FP2030 vision of providing universal access to FP/RH services, with a strong focus on youth, marginalized and vulnerable populations. The MEL Lead will be responsible for developing and managing the monitoring, evaluation, and learning plan to inform program and adaptive management and strategic direction. They will ensure a robust CLA approach and contributions to national level learning platforms and exchanges.

Key Job Outcomes:

Strategic Technical Leadership:

• Ensures that the MEL system is a cost-effective, results-orientated system that provides USAID and the program with necessary information to assess the progress, effectiveness, and outcome of activities.
• Provides technical support to strengthening MEL systems at national and community level.
• Develops and implements a project MEL system according to HLFPPT standards and practices.
• Consults with USAID and other stakeholders to establish a transparent, reliable, and valid MEL system that can easily be tracked and verified.
• Directly contributes and provides leadership to national learning platforms and exchanges.
• Collaborates with partners to develop MEL and training plans as appropriate.
• Develops/adapts tools for data collection; designs and implements surveys and other data collection tasks in coordination with partner MEL teams.
• Designs/adapts a project performance monitoring database to report national and global indicator and performance indicator data to senior managers and HLFPPT corporate office.
• Facilitates data use among project staff and key stakeholders through key analyses and established feedback loops which support activity adaptation in coordination with program and technical teams.

Program Management:

• Oversee the development and implementation of the Performance Monitoring Plan (PMP) to efficiently track, use and disseminate performance indicators and results over the life of the project, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
• Manage production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.; ensure that all data is up to date and ready for immediate use; review quarterly reports prior to submission to donors; assist project staff with preparation of reports as appropriate.
• Identifies best practices to the program activities and evaluates them.
• Represent M&E activities in public and professional circles through meetings, conferences, and presentations
• Strengthens capacity of project staff, on the use of data for decision making and performance improvement.

Required Job-Specific Competencies:

• Strong technical skills, including ability to process and analyze data using DHIS2 and one or more statistical software packages, e.g., SPSS, Epi-Info, Stata, MS Excel.
• Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sectors
• Deep knowledge of operations and financial management on a donor funded project.

Required Education, Training and Experience:

• Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience
• 7 to 8 years of work experience in monitoring and evaluating multi-year international health sector development projects
• Proven expertise in quantitative and qualitative data collection and analysis methodologies, health management information systems, data visualization and reporting
• Proficiency in Microsoft Office365 operations including PowerBi
• Ability to travel nationally as needed.
• This position will be based in India.

Note: This position is contingent upon USAID award.
