NRC Moldova started the operation in March 2022 implementing humanitarian programs in Moldova and Romania. In 2023 NRC Moldova will move to long term programming focus on durable solutions for refugees and social cohesion with host community including livelihood programs for both refugees and host community. NRC Moldova has multimillion, multi-donor portfolio that will need to be consolidated in 2023-2024. 

Area Manager will lead the program implementation and local stakeholder engagement in Moldova and Romania where NRC is implementing the programs with a hybrid modality that includes partners and direct implementation. NRC Moldova aim to increase and develop the partnership approach in the next few years adopting innovative models of partnership with local actors.

Roles and Responsibilities:

  • Enable and ensure the participation of NRC in cash-based coordination platforms. 
  • Lead program implementation with partners  
  • Lead program implementation and being main budget holder for program activities 
  • Actively contribute to organizational development and structural changes (both within and beyond the Area Office) to account for growth and adapt to contextual changes. 
  • Oversee and ensure the implementation of sound and balanced risk management practices, with due consideration for the principle of Duty of Care. 
  • Ensure programmes in the area are implemented in accordance with relevant (country/regional/global) strategies, donor rules & regulations and NRC policies & procedures, including but not limited to the Project Cycle Management framework, HR Handbook, Logistics Handbook, etc. 
  • Ensure all of NRC’s activities in the geographical area of operation are implemented in line with NRC’s Safe and Inclusive Programming (SIP) policy. 
  • Continuously promote a positive and collaborative working environment characterized by high levels of trust and respect, with due consideration for staff care and wellbeing. 

What you will bring:

  • Minimum 5 years of experience from working as a Senior Project Manager in a humanitarian/recovery context 
  • Previous experience from working in complex and volatile contexts 
  • Documented results related to the position’s responsibilities 
  • Strong team player and goal oriented  
  • Fluency in English, both written and verbal  
  • Knowledge of Russian or Romanian is strong add value 

What we will offer:

  • Duty Station: Chisinau, Republic of Moldova (also covering Romania)
  • Contract Duration: 12 months (with possibility of extension subject to funding availability)
  • Travel:20%
  • Salary: Grade 10 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
