Purpose of consultancy
Under the over-all guidance of the WHO Representative (WR) and direct day to day supervision of the Technical Officer, Communicable Diseases (TO-CDS), the consultant will support the Communicable Disease Programme-activities related towards malaria elimination certification.
Background
The WHO maintains the goal of global lymphatic filariasis and yaws elimination by 2023 in Timor-Leste, and is committed to prioritising the elimination of LF, Yaws, and Malaria, targeted by 2023.
Under the overall guidance by the WHO Representative to Timor-Leste and, and under the direct technical guidance and day to day supervision by the Technical Officer, Communicable Disease in WCO Timor-Leste, the consultant will work closely with the national malaria programme of Ministry of Health, Timor-Leste, in supporting coordination of all national entities engaged in certification of malaria elimination.
The consultant will provide all necessary guidance and support in preparing/finalizing a national elimination report, and visits of malaria elimination certification committee
Deliverables
Deliverables 1:
Function as the support to national malaria programme. This includes the necessary coordination with all national entities and across the border areas, preparation, finalization, and submission of reports, policy papers, communication materials, presentations, and reports related malaria elimination certification work
Activity 1.1: To support coordination of all national entities engaged in certification of malaria elimination
Key Deliverables:
- Developing and executing a plan of action with a specific timeline for completing national preparation to be completed by September 2023.
- Strengthening of cross-border collaboration on malaria, surveillance, monitoring and evaluation etc.
Activity 1.2: To assist the national malaria programme in gathering all the documents and records required for certification.
Key Deliverables:
- Prepare and support to finalize a national elimination report.
- Prepare for certification of malaria certification at national and subnational levels, including relevant field visits.
Deliverables 2:
To guide and assist in the process of requesting certification of malaria elimination from WHO after reporting zero indigenous human malaria cases for 3 consecutive years (36 months).
Activity 2.1: Draft and assist the supervisor in the preparation of policy letters or documents regarding any activities related to request for certification of malaria elimination from WHO
Key Deliverable:
- Completion of malaria elimination dossier preparation at the national and sub-national levels across all the municipalities
- Assessment visits of the committee towards malaria elimination certification completed
Activity 2.2: Provide technical guidance and build capacity of malaria officers, surveillance officers, and laboratory analysts on malaria surveillance policies for areas towards prevention of re- establishment phases

Qualifications, experience, skills, and languages
Educational Qualifications
Essential:
- Minimum an advanced university degree in medicine, public health, health policy, or other related fields from a recognized university.
Most Desirable:
- Postgraduate degree in entomology, parasitology or other related fields from a recognized university
Experience
Essential:
- Demonstrated 10 years work experience in supporting the National Malaria Programmes
- Demonstrated experience in preparation of malaria elimination dossier and successful facilitation of malaria elimination certification in countries
- Experience with an international health organization, as is experience working in the UN or other international development organization
Desirable:
- Experience with an international health organization
- Experience in leading and guiding countries in achieving malaria elimination certification
Skills/Knowledge:
- Basic computer skills including standard package of WHO office programmes. Ability to work as a member of a team and adapt to diverse educational and cultural backgrounds
- Demonstrated ability to work in a multi-disciplinary team environment

- English (fluency)
Location
On site: Timor-Leste WHO country office
Travel
If travel is involved, full medical clearance is required. The selected Consultant will be expected to provide a medical certificate of fitness for work
Local travel within the country, where needed, will be arranged by WCO Timor-Leste
Remuneration and budget (travel costs are excluded):
- Remuneration: Band level C; USD 10,000 per month, depending on the consultant’s experience and educational background
- Living expenses: Per diem will be paid as per WHO rules applicable to international consultant for travel.
- Expected duration of contract: 4 months. Additional contracts (up to 22 months maximum) can be offered based on funding availability and satisfactory performance
