The Country Cluster Delegation (CCD) collaborates with partners both in and outside of the Movement, implementing joint programs with focus on building resilience in 13 countries of the Caribbean.
The Human Resource Manager is a pivotal member of the management team working towards the efficient and effective management of Human Resources, including enabling environments conducive to attracting and developing diverse talent
Job Purpose
The post holder maximizes staff performance to service the strategic objectives and operational needs of the country cluster delegation by creating value through the strategic management of the workforce, focusing on policies, on systems and on an enabling environment conducive to attracting and developing diverse talent.
S/he is responsible for overseeing recruitment, training and development, performance appraisal, and, national staff benefits design and rewarding. S/he is also responsible for compliance with labor law, and, government regulations and requirements. S/he protects the interests of staff and of IFRC in accordance with management policies and national and international laws and regulations. S/he is responsible for human resources readiness, preparedness and business continuity plans for emergencies, disaster, crisis and incidents management.
Job Duties and Responsibilities
Talent Management including employment, development and performance
- coordinate and manage the recruitment and selection process
- coordinate and manage inductions, briefings, debriefings, exit interviews and clearances
- coordinate and manage the performance appraisal process
- develop, coordinate and manage workforce planning including succession plans
- develop, coordinate and manage the development of competences including skillset
Organizational culture, employee relations and working environment, and, transformation and change
- ensure adequate consultations between staff and management on relevant matters and issues
- monitor and analyse any misconduct and other forms of grievances
- develop, execute, monitor and evaluate the people aspect of organizational development, transformation and change plans
Compensation and benefits for national staff
- develop and maintain a comprehensive remuneration and benefits package
- coordinate, manage and supervise staff payroll
- check and supervise the tracking of staff benefits including leaves
- coordinate, manage and supervise the administration of social security, pension, and medical insurance schemes
Standard Operating Procedures, management policies and processes
- introduce, implement and put into effect existing management policies, processes and procedures
- lead compliance with management policies, processes and procedures
- develop, maintain and update efficient, effective and consistent management policies

Job Duties and Responsibilities (continued)
Law, compliance and documentation
- lead compliance with labor laws, government regulations and reporting requirements
- minimize exposure to lawsuits
- prepare information requested or required for compliance with laws or procedures, and, reviews and approves all information submitted
- serve as the primary contact with the labor law lawyer, and, government agencies
- oversee a safe and secure comprehensive filing system
- write and issue notifications, as required, well in advance
Human Resources systems and information systems
- develop and maintain a scorecard for key performance indicators
- develop tracking instruments and provide regular reports
- monitor and track the implementation of the performance appraisal system
- monitor and track the implementation of MyHR and any other HR tools
- rain staff in the use of HR systems
Security and Safety, and, Emergencies, disaster, crisis and incidents
- assess the implementation the Security Framework and Minimum Security Requirements (MSR) for IFRC field operations and take corrective measures where needed to ensure alignment, implementation and compliance.
- develop and maintain human resources preparedness, readiness and business continuity plans for emergencies, disaster, crisis and incidents management
- assist, support and advise on emergency deployments including Field Assessment and Coordination Team (FACT), Regional Intervention Team (RIT) and Emergency Response Unit (ERU) members in liaison with the HR in Emergencies Officer
National Society Development - support, assist and advise the leadership and management of national red cross societies on the following subjects: talent management including employment, development and performance; organizational culture, employee relations and working environment; compensation and benefits; standard operating procedures, management policies and processes including human resources and information systems; law, compliance and documentation; and, human resources in emergencies, disaster and crisis
- support, assist and advise the leadership and management of national red cross societies on volunteer development and management
- support, assist and advise the leadership and management of national red cross societies on organizational change and transformations including renewal and alignment
- support, assist and advise the leadership and management of national red cross societies on security and safety of volunteers and staff.
Relationships, expertise and professional development
- establish and maintain effective professional working relationships with national and international staff in country, regional and global offices, and, with counterparts in national Red Cross societies, International Committee of the Red Cross and government offices
- maintain a high degree of skill and knowledge in human resources and people management, be an expert and a person of reference for human resources and people management
- be part of and contribute to develop a network and systems for knowledge sharing including best practices
Education
REQUIRED
- University graduate degree in human resources or relevant field
- University post-graduate degree in human resources or relevant field
- Certification in human resources management from Human Resources
PREFERRED
- Certification Institute (HRCI) or similar
Experience
REQUIRED
- 5 years of experience in a similar role
- 3 years of experience in supporting, assisting and advising management teams
- Experience in coaching, skill transfer, training and staff development
- Experience with HR procedures, management policies and processes
- Experience in employee relations, transformation and change
- Experience in HR systems and information systems
- Experience in compensation and benefits
- Experience in talent management including employment, development and performance
- Experience in law, compliance and documentation
PREFERRED
