Job Description:

Location: Dakar – Senegal, other remote locations possible

Purpose of the position:

The position provides leadership and technical excellence to World Vision Food Security and Livelihoods programming in West Africa and to the related Resilience building interventions, leveraging both internal and external stakeholders to maximize their contribution to child well-being. The Regional Food Security and Livelihoods Senior Advisor will assist the West Africa Regional Office, Field Offices and partners in the design, planning, implementation and monitoring and evaluation of a range of sectoral interventions supported by World Vision both in emergencies and development settings, including food and cash assistance, livelihoods provision, prevention and promotion, vulnerability reduction and anticipatory actions. It provides technical guidance and quality assurance to the sector in WVI countries of operations across the region, with the aim to deliver holistic solutions that meet the vulnerability, hunger and livelihood needs of children and their families, and contribute to grow the Food security, Livelihoods & Resilience portfolio through new business development opportunities and strategic partnerships.

The incumbent of this role will ensure that WV sector programming in the region reflects the organizational distinctive of Christ-centered, community-empowering, and child-focused in its standards and practices and the highest technical standards are met in its programming. S/he is expected to build WVI’s reputation in the sector, creates partnerships and innovative approaches, strengthen and mobilize WV’s sector community of practice to execute excellence in programming that demonstrates evidence of impact. S/he will position and brand WV as a leading child-focused organization and represent WV at relevant regional interagency platforms and other external engagement forums.

Coordination

The Regional FSL Senior Advisor works under the supervision of the Senior Director of Operations, and closely coordinates at regional level with the Humanitarian and Emergency Affairs (HEA) unit, the Strategic Evidence and Learning (SEL) unit, the Resource Development Unit, the WASH Unit, the Environmental Stewardship and Climate Adaption unit, the Health and Nutrition unit, and the Gender, Equality and Social Inclusion unit. The position also engages with WV headquarters essentially with the Global Food Security and Livelihoods Department, the Global Cash-based Programming unit and other Thematic Sectors.

Major Responsibilities:

1. Strategy 20%

  • Coordinate the development and implementation of the WVI West Africa Food Security and Livelihoods strategic and operational frameworks in alignment with the global sector strategy and internationally recognized standards.
  • Provide leadership and technical oversight to the overall food security and livelihoods programming in the region, from direct lifesaving assistance to the promotion of sustainable livelihood strategies, including food assistance, cash-based interventions, economic recovery, value chain-specific livelihoods activities, in consultation with the HEA, SEL and Technical Program teams
  • Review the ongoing resilient livelihoods program interventions in relief and development settings and provide the necessary technical guidance to successfully achieve project expectations, in line with donors’ requirements
  • Create a learning environment in which country Food Security and Livelihoods staff regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact.
  • Develop WV brand and reputation in the Food Security, Livelihoods and Resilience sector in West Africa through quality programming, evidence of impact, policy and advocacy-related work
  • Contribute to promoting integrated programming with other Core Sectors (Health and Nutrition, Education, Protection, and WASH) and safe programming through systematic planning/cooperation with other Sector Leads/Directors
  • Contribute in the development of sectoral tools and guidelines for field offices in alignment with Partnership strategy and policies.
  • Ensure the regional sectoral approach is aligned at all levels; from supporting sector fundraising & marketing through sector programming and integrated with other sectors and lines of ministry.

2. Capacity Building 20%

  • Appraise and determine the technical capacity needs for food security and livelihoods programs in WAR field offices and provide the necessary support to address the gaps
  • Provide systematic training, mentoring, coaching, or guidance to relevant FO staff in approaches that include food programming, cash-based interventions, smart agriculture, market-based programming, sustainable livelihoods programming and resilience building against climate shocks and protracted crises and conflict
  • Support the development of contextual adapted food and market system approach for hard-to-reach areas
  • Ensure that World Vision country technical programs are informed by up-to-date global, regional and local trends, evidence, and best practices in livelihoods and food security
  • Contributes to building the capability of WVI’s sector professionals at field and regional levels, and foster learning across global community of practice.
  • Train and support field offices on research techniques and tools related to food security and livelihoods such as participatory vulnerability and capacity assessments, food security and livelihoods needs assessments, household economic profiling, etc.
  • Internally benchmark capabilities, processes, and systems in Food Security, Livelihoods & Resilience programming against market leaders and build toward best in class.

3. Quality assurance and Impact 20%

  • Provide technical oversight to relief and long-term food security and livelihood interventions in the region (including to assessments, project implementation, budget management, project documentation) in line with global sector frameworks, country strategies and donor requirements
  • Promote and support adherence to internationally recognized food security and livelihoods standards (Sphere handbook, Sustainable Livelihoods Framework, International Strategy for Disaster Risk Reduction), sector approaches and core project models
  • Maintain a regional and global view of the sector major trends across the region in collaboration with the partnership global sector lead.
  • Ensure accountability in the provision of technical services and programme implementation for regional and globally agreed standards, and by using Evidence and Learning, analysis, and interpretation of data to provide regional evidence of impact for the sector.
  • Build an understanding of the current sectoral footprint and identify opportunities for further impact.

  • Coordinate in ensuring regional and global approaches (including core project models) are integrated and have a ministry focus that is Christian, community-based and child-focused.
  • Coordinate closely with other regional Sector leads, , the Global Food Security and Livelihoods Department, Support Offices sector team engagement and partners.

4. External Engagement and Networking 10%

  • Build strong and effective working relationships with regional governmental and non-governmental institutions active in the sector and contribute to relevant Food Security and Livelihoods initiatives at the design, implementation, monitoring and evaluation stages.
  • Represent and build World Vision’s influence, advocacy, partnerships and reputation externally.
  • Actively participate in relevant regional interagency coordination platforms such as Food Security and Nutrition working group, Cash Working Group, Resilience Working Group and other relevant regional and international meetings, forums, and conferences as required.
  • Actively position WV as an NGO of choice with global 2030 Agenda platforms, and with potential and key partners, donors and stakeholders, businesses and donors
  • Provide technical support to regional and Global Campaigns

5. Research and Innovation 10%

  • Conduct regular risk monitoring and trend analyses of hunger and livelihoods situation for WV countries of operations and strategically advise on early warning and anticipatory actions to be taken
  • Work with regional and global teams to support field offices in designing and implementing food security and livelihood assessments, vulnerability analysis and mapping, markets assessments both in development, humanitarian and fragile settings
  • Develop strategic partnerships with relevant actors (eg. local NGOs/CSOs, local government, private sector, academia, UN agencies, etc) and build on the expertise available locally and regionally to foster organizational learning
  • Promote a culture of innovation and continuous improvement within the region and beyond
  • Help NOs effectively work with partners through the promotion of Local Partnering principles and practices at both leadership and frontline staff levels

6. Resources Mobilization 20%

  • Work with NOs and SOs to develop a sustainable pipeline of grants,
  • Work with Regional Resource Development & field Offices to maintain strong donor relationships at regional level, developing sector engagement strategies for each donor or a group of donors
  • Contribute high-quality inputs into field office concept notes and project proposals, support review of program design ensuring quality results frameworks and log-frames.
  • For regional funding opportunities support project design and document review where possible.
  • Support prepositioning and donor engagement as Food Security and Livelihoods lead and where necessary participate in regional networks raising the profile of World Vision.
  • Build knowledge of donor expectations and guidelines around Food Security and Livelihoods in collaboration with West Africa Region Humanitarian and Emergency Affairs, Strategy Evidence and Learning, and Resource Development units.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience, or on-the-job training:

Essential:

  • Advanced university degree in agriculture, agro-economics, economics, social sciences, or a closely related field the sector-related expertise area.
  • In-depth knowledge/expertise in food programming, cash-based interventions, resilienceand sustainable livelihoods programming including evidence-based best practices.
  • Proven food security and livelihoods subject matter expert with a minimum of 10 years of experience designing and leading sector programming in emergency, fragile and developing settings, preferably in West and Central Africa region.
  • Strong experience developing strategy within the International NGO sector or a development agency such as the United Nations.
  • Strong experience and proven skills in leading a team of technical professionals and growing a food security and livelihoods portfolio.
  • Strong experience and proven skills in external engagement that contributes to change in policy and practice and builds WV’s reputation as a leader in the industry.
  • Recent and extensive experience living and working in sub-Saharan Africa.
  • Effective in written and verbal communication in French and English. Additional languages representative of the countries WV serves in an advantage.

Preferred:

  • Strong preference for relevant doctoral-level degree in food and livelihoods related fields.
  • Experience working with and managing large grants in sector programming for major bilateral and multilateral donors.
  • Experience growing a diverse global portfolio through new business development, strategic positioning, grants, contracts and partnerships.
  • Previous experience working in a Country Office/National Office or Regional Office setting will be advantageous.
  • Experience working in fragile, conflict, post-conflict and/or difficult operating environments is preferred.
  • West Africa experience preferred. Female applicants are encouraged to apply.
  • Strong preference for multi-lingual candidates, language skills representative of the countries WV serves is an advantage. Strong preference for French-speaking candidates (bilingual and or multi-lingual candidates will be advantageous).

Working Environment / Conditions:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
