DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

 

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

Overall purpose of the role

Will act as the focal point for overseeing the financial and compliance aspects of the sub-granting management in DRC Yemen in coordination with the Partnership and localization Manager and Finance Manager. In this capacity, he/she will support managing partners’ sub-grants by assisting the budgeting under sub-grants, reviewing the partners’ financial reports and expenditures. He/she will coordinate with partners and internal departments including Finance, and grants to ensure compliance under sub-granting, proper reporting. The Finance-Partnerships Officer to review supporting documents for the financial report and is responsible for sharing the reports with the relevant Project Manager, and archiving them on OneDrive.

 

Responsibilities:

Financial Management and Reporting:

  • Review the financial reports and information including the supporting documents submitted by partner organizations;
  • Act as focal point for coordinating with partners and colleagues from country office and area offices on the financial reporting, documentation, payment and compliance matters;
  • Liaise with program, finance, grants and relevant teams on the key financial issues identified in the partners’ reports and identify actions;
  • Track the partners instalments and communicate the late clearance to the different stakeholders.
  • Finalize the vendors settlements of the partners on DDx on monthly basis.
  • Provide regular update information on partners’ payments, reporting and cash forecast consolidated in the monthly payment tracker;
  • Ensure required documentation and information for financial audits in cooperation with DRC and partners’ finance colleagues.

 

Budgeting and capacity support

  • Act as focal point for financial and compliance aspects of the due diligence and capacity assessment process with the partners
  • Support the partner organizations in developing their budget in line with the donor’s and project’s requirements
  • Coordinate with partners and internal stakeholders on budget review and responding to the feedback for the sub-grant approval process
  • Provide capacity support to the partners in accounting, cash management and financial aspects in coordination with the DRC Partnerships Manager and Finance Manager

 

Experience and technical competencies:

  • At least 5 years of experience with an international NGO in a similar role
  • Relevant experience working with international donors and civil society organizations
  • Proven experience in budgeting, financial management and reporting
  • Competence in coordination with the partner organizations; monitoring and reviewing the financial reports
  • Advance proficiency in Microsoft Excel

 

Education:

Bachelor degree or similar professional qualification in finance, accounting, business administration

 

Languages:

  • English language (Fluent)
  • Arabic language (desirable)

We offer

DRC will offer the successful applicant a contract until end of December 2023, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Sana’a.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G2 Non-Manager).
