Background
The Eswatini WHO country office seeks to hire a local consultant to provide technical assistance to the Ministry of health response to HIV, TB including Non communicable diseases. This is a temporary assignment for a duration of six months preferably starting from June 2023.
Purpose
The purpose of the position is to Coordinate technical support to the country in the control of communicable and noncommunicable diseases, provide support for human resource capacity building related to planning, prevention, monitoring as well as monitoring and evaluation of implementation plans, programmes in collaboration with WHO Regional Office and Headquarters.
Under the general guidance of the WHO Country Representative, and working in close cooperation with Ministry of Health, within the scope defined by country strategies, policy guidelines and programmes objectives, the incumbent
- Supports the WHO Representative (WR) in providing policy advice, and leading the health policy dialogue with the Ministry of Health and stakeholders on HIV, Tuberculosis, STIs and viral hepatitis
- Advocates for collaboration among stakeholders, convenes and coordinates stakeholders in HIV, TB, STIs and viral hepatitis at country level
- Supports the WR in mobilizing financial, human and technical resources required for the HIV, TB, STI and viral hepatitis work of the WHO Country Office as well as fostering partnerships for resource mobilization towards the national HIV, TB, STI and hepatitis response
- Serves as the focal point for WHO's Technical Cooperation with the country, including leading and managing the provision and brokering of Technical Assistance and identifying areas requiring institutional strengthening in the areas of HIV, TB, STIs and viral hepatitis. Promote integration of HIV, TB and NCD services
- Provides expertise in adapting and implementing WHO guidelines and tools and in the development of national HIV, TB, STI and viral hepatitis policies, strategies and plans
- Strengthens the national capacity for HIV, TB, STI and viral hepatitis Strategic Information, this includes surveillance, monitoring and evaluation, operational research, programme reviews and documentation and sharing of national experiences.
- Ensures that all national HIV/AIDS reports are submitted to the Regional Office on a regular basis
- Contributes to the preparation of WHO country office, regional and global reports on HIV, TB, STIs and Viral Hepatitis.
- Performs any other duties assigned by the WR.
Key Deliverables
First three months:
- Completed costed road map for the development of the TB and HIV costed strategic plans
- Consultants recruited as per national plan
- Stakeholder engagement meetings initiated
- Desk review of NCD programs including mental health and cancers initiated
In six months:
- Costed 2028 National HIV Health sector Response Strategic Plan, 2024 – 2028
- Costed National TB Prevention and Control Strategic Plan , 2024 – 2028
- Alignment of HIV TB and NCD national strategic to the National Health Sector Strategic plans
- Revised TB Screening algorithm, including Chest Xray and artificial intelligence
Qualifications, Experience, Skills and Languages
- A University Degree in medicine.
- A postgraduate in public health or epidemiology will be an added advantage
Experience
- A minimum of 5 years’ experience in public health program management /practice within which at least 3 years should be in HIV/TB/STI and NCDs programme
- Broad, appropriate knowledge and skills in HIV/AIDS, TUB / STIs, Viral Hepatitis and NCDs prevention, care and treatment
Added Advantage
- Experience in Strategic plan development, implementation, monitoring and evaluation will be an added advantage
- Experience in program management including managing and reporting on project funds
- Experience in working with United Nations or International NGOs
- Global Fund proposal writing
- Experience in leading and managing teams / stakeholders

Current UN Eswatini remuneration scale of NO-C at SZL 722,652/annum
