Under the overall guidance of the Team leader Natue, Climat and Energy  and direct supervision of designated supervisor if applicable, the Programme Assistant provides programme support services ensuring high quality, accuracy and consistency of work. The Programme Assistant works in close collaboration with the operations, programme and project staff in the CO and UNDP HQ as required to exchange information and support programme delivery


 
Duties and Responsibilities

Key functions:
1.   Support to formulation of programme strategies and implementation of the Country Programme Action Plan
2.   Support to management of the CO programme
3.   Administrative support to the Programme Unit
4.   Support to resource mobilization
5.   Facilitation of knowledge building and knowledge sharing

1.   Supports formulation of programme strategies and implementation of the Country Programme Action Plan focusing on achievement of the following results:

   Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation.


2.   Provides effective support to management of the CO programme focusing on the achievement of the  following results:

   Creation of a project in Quantum, preparation  of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
Presentation of information for  any audits  and support the implementation o faudit recommendations. ,

3.   Provides administrative support to the Programme Unit  focusing on achievement of the   following    results:

   preparation of PO, Vouchers, non-PO vouchers for development projects in support to project staff .
   Maintenance of the internal expenditures internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
   Creation of requisitions in quantum  for development projects, register of goods receipt in Atlas.
   Making budget check for requisitions, POs and vouchers. 
Support project staff on closing of projects and facilitate collaboration with differents teams.


4.    Supports project initiatons and resource mobilization focusing on achievement of the following results:

   Assist project and programme team in drafting conceptual notes , etc Review of contributions agreement, support project staff in managing contributions in quantum and milestones


5.   Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

   .
   Sound contributions to knowledge networks and communities of practice.
Participation in the trainings for the operations/ projects staff on programme.

Required Skills and Experience
 
  • Secondary Education, preferably n in Accounting and  Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences  would be desirable, but it is not a requirement.
Experience:
  • 5 years of relevant administrative or programme experience is required at the national or international level with high school degree (2 years for university degree holders)
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, 
  • experience in handling of web based management systems.
  • Language Requirements: Fluency in Arabic and French. Working knowledge of English.
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
