The Office for the Coordination of Humanitarian Affairs (OCHA) is a department of the United Nations Secretariat. Its mission is to mobilize and coordinate humanitarian action effectively in partnership with national and international actors, to alleviate human suffering, advocate for the rights of populations in need, promote preparedness and prevention of disasters and facilitate the establishment of durable solutions.
The Coordination Unit supports the national level humanitarian response programming with IASC members and overseas the field offices in Mopti, Timbuktu, Gao (Menaka), Segou and Bamako.
II. Position Purpose
The Coordination Unit supports the fulfillment of its key functions and success criteria:
• The procedures put in place and the transactions carried out comply with the regulations and rules of the UN.
• Quality corporate reports are submitted promptly.
• Inter-agency coordination and planning is carried out on behalf of the Humanitarian Coordinator and Humanitarian Country Team that responds to the people’s needs.
• Outreach and Partnerships with all stakeholders is ensured in humanitarian programming and response.
III. Key Duties and Accountabilities
Coordination
• Serves as the primary focal point for cash-related issues, including safeguarding humanitarian principles, humanitarian access, and the effective delivery of humanitarian assistance.
• Assists or leads, as appropriate, in the preparation of reports, studies, background papers, policy guidelines, correspondence, presentations, etc.
• Works in partnership with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programs, including cash programs.
Communication
• Monitors, analyses, and reports on humanitarian cash response and developments, disaster relief and management programs, or in-country emergencies.
• Develops country-specific indicators in collaboration with local experts and subsequently monitors these indicators;
Partnerships
• Leads and/or participates in large, complex projects, including assessment and other cash-related missions.
• Assists national government counterparts in building their capacity to manage emergencies;
Advocacy
• Participates in the production of appeals for international assistance, particularly on issues related to cash programming; ensures the appropriate use and expenditure of donor contributions channelled through OCHA.
• Recommends actions based on analysis of relevant information.
Other tasks
• Performs other tasks as needed and in support of team members.
IV. Requirements:
Education
An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, or a related field, is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience, Knowledge, and Skills
• At least one (1) year of professional experience with a focus on humanitarian coordination, international humanitarian law, development, emergency planning, International human rights law, or conflict mediation is required.
• More than one (1) year of experience in the field of emergency relief and humanitarian cash coordination within the United Nations or international organizations is required.
• Knowledge of the IASC humanitarian architecture, IHL, IHRL, is required
• Knowledge of Microsoft Office, Excel, PowerPoint is required;
• Knowledge of Malian regional languages is desired;
• Fluency in both working languages of the UN Secretariat, English and French (both oral and written) is required.
• Knowledge of the UN system is desired.
