Background:

Under the direct supervision of the Deputy Head of Programme Office (D/HoPO) the incumbent acts as the OSCE Programme Office in Bishkek (POiB) advisor on all operational aspects of press and public information, advises the Head of Programme Office in Bishkek (HoPO) and D/HoPO on all aspects of public relations and media support, and other relevant political concerns necessary to carry out the POiB's mandate, keeps the HoPO and D/HoPO updated on current regional situation, assists the HoPO in the analysis of the local media situation, supports the HoPO and D/HoPO during the contacts with local and international journalists, and acts as POiB's media focal point. While performing his/her duties, the incumbent establishes close co-operation with a vast number of persons both within the POiB and outside: mass media, key Government partners, civil society, universities, libraries, the public at large, students, researchers, etc., OSCE bodies, OSCE Secretariat, including the Conflict Prevention Centre (CPC), Press and Public Information Section (PPIS), and the Web team.


Tasks and Responsibilities:

Under the supervision of the Deputy Head of Programme Office (D/HoPO), the successful candidate will be tasked with the following duties:

  1. Advises the HoPO and D/HoPO on effective media and communication strategies by:
    • Preparing media presentations, analysis and briefing on issues reported on by the media on a daily basis, making translations of news articles, letters and other written material when required;
    • Providing periodic press and public electronic media and other relevant political analysis in the areas relevant for the POiB's mandate; and
    • Conducting briefings on monitoring of the print and electronic press related to the mission mandate;
        
  2. Organizes and moderates press conferences, meetings, roundtables. Organizes and authorizes interviews for the HoPO, D/HoPO and other staff members of the POiB. Drafts POiB's press releases, statements, briefing papers or background materials on the POiB's activities. Makes contribution to the POiB activity reports.
  3. Establishes and keeps close contacts with the press to promote the work of the OSCE and the OSCE POiB. Maintains up-to-date list of key mass media. Maintains good relations and frequent contacts with local, national and international journalists to ensure fair and objective media reporting which requires a sound knowledge of all the POiB's activities.
  4. Provides regular briefing to POiB and visitors on the work of the OSCE and the POiB. Among them, students, partner organizations, civil society representatives, libraries, universities, researchers, etc., throughout Kyrgyzstan. Develops OSCE and POiB-related publications (in English, Russian and Kyrgyz). Advises and guides in identifying the required literature and/or sources for information. Orders new publications from OSCE and other institutions.
  5. Advises the HoPO, D/HoPO and prepares outreach materials to increase awareness on OSCE and the POiB throughout Kyrgyzstan. This includes publishing and distribution of OSCE and POiB's fact sheets in Kyrgyzstan, translation and publishing of major OSCE documents, etc. Arranges for production of POiB's promotional items: calendars, pens, mugs, and other memorabilia.
  6. Establishes good co-operation with universities throughout Kyrgyzstan and organizes meetings with participation of the HoPO and D/HoPO to promote OSCE principles, values and commitments, hosts student groups in the POiB. Prepares OSCE and POiB's Power Point presentation, distributes OSCE-related material and promotional items during events.
  7. Co-ordinates regular updates of the POiB's web-site and POiB's social network accounts in close co-operation with OSCE Communication and Media Relations Section and Web team in Vienna. Uploads information on upcoming events, publications, documents, advises and assists in preparation of web feature stories on POiB's activities. A1Tanges professional photographers for events when required, also uploads POiB's photos to the OSCE photo archive.
  8. Performs other related work as assigned.

Necessary Qualifications:

  • University degree in journalism or media studies, international relations or related studies, with specific focus on international media standards and regulations;
  • Minimum four years of relevant professional experience in media-related and communication field and/or public intuitions, civil society organizations, international organizations, academia preferably focused to international cooperation. Excellent knowledge of the media landscape; 
  • Excellent written and oral communication skills in English and in Russian in addition to the Kyrgyz language;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1818.92 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
