Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest volunteer-based humanitarian organization, with a network of 192-member National Societies. IFRC is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the IFRC is part of the International Red Cross and Red Crescent Movement. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
This position is placed organizationally in the Health and Care Unit in the Regional Office for Europe in Budapest, Hungary, but the duty station in Europe is still to be determined.
Job Purpose
The position will play a key role in technical and operational support to the NSs to ensure timely and effective implementation of the project: Mental Health and psychosocial support for displaced people coming from Ukraine (Hereafter “Project”).
The overall purpose of this project is to contribute to provide sufficient quality psychological first aid (PFA), mental health and psychosocial support (MHPSS) to persons fleeing Ukraine by building/strengthening capacities and capabilities of the Red Cross Red Crescent (RCRC) National Societies’ staff and volunteers, first line responders and other professionals, serving the refugees of the Ukrainian crisis.
The incumbent will ensure a high-quality and evidenced-based implementation of the Project through knowledge transfer and project management guidance to the national societies based on the Project requirements. The incumbent will ensure design, implementation, monitoring, sound financial management and reporting on progress towards objectives according to the donor’s requirements. The incumbent contributes to effective coordination and collaboration between stakeholders, especially the Red Cross EU office in Brussels, DG SANTE promoting effective and timely project implementation and organizational learning.
Job Duties and Responsibilities
Coordination and Partnership Development
- Contribute to internal and inter-agency MHPSS and health coordination.
- Collaborate with all relevant partners of the Red Cross and Red Crescent Movement, I/NGO partners, donors.
- Align policies, strategies and best practices and approaches on global health and MHPSS security and related issues to support program development planning, management, implementation and delivery of results.
Technical
- Support implementation of the Project, as a part of Europe Regional Health and Care Team and Regional Ukraine Emergency Team.
- Provide technical and operational support and guidance to National Societies Project staff on smooth implementation, monitoring and reporting.
Reporting
- Actively monitor the Project to support quality implementation.
- Work closely with regional IFRC Regional Health and Care Team as well as with relevant technical advisors to carry forward recommendations on implementation.
- Contribute into the situation reports, monthly, updates, semestrial, annual, end-of project, and other type of reporting for IFRC ROE, donors and other partners to inform them on program progress.
- Ensure program accountability, financial due diligence, integrity.
- Contribute technically to quality oversight of programs and appropriate indicators, based on NS submitted data.

- Provide progress reports on results against objectives and risk analysis according to IFRC and donor’s requirements.

Education
Required
- Advanced University degree in programme management public health, psychology or social science or other relevant university education
Preferred
- Basic delegate training course, IMPACT or equivalent knowledge
Experience
Required
- At least 5 years working experience in the humanitarian sector, preferably in project management in emergency or conflict areas with a focus on community-based health programs
- Experience in project management
- Experience within the Red Cross and Red Crescent Movement and working with National Societies
Preferred
- Experience in community based MHPSS work with special focus on trainings and capacity building
- Experience in management of EU funded programs and projects
