Mission and objectives
The United Nations Assistance Mission in Somalia (UNSOM) was established on 3 June 2013 by UN Security Council Resolution 2102, following a comprehensive assessment of the United Nations in support of the establishment of the Federal Government of Somalia. The mandate of UNSOM was subsequently renewed by Security Council resolutions. Unanimously adopting resolution 2102 (2013), the Council decided that the mandate of UNSOM would include the provision of policy advice to the Federal Government and the African Union Mission in Somalia (AMISOM) on peacebuilding and state-building in the areas of governance, security sector reform and rule of law (including the disengagement of combatants), development of a federal system (including state formation), constitutional review, democratisation (including preparations for the 2016 political transition) and coordination of international donor support. Among its other mandated functions, UNSOM is helping build the Federal Government’s capacity to promote respect for human rights and women’s empowerment, promote child protection, prevent conflict-related sexual and gender-based violence, and strengthen justice institutions. Further, it is monitoring, helping investigate and reporting to the Council on any abuses or violations of human rights or of international humanitarian law committed in Somalia, or any abuses committed against children or women. The Mission is also supporting the implementation of the National Security Architecture that was endorsed by the Federal Government and Federal Member States in April 2017 and the Comprehensive Approach to Security framework.
Context
• Being a Special Political Mission, the assignment involves providing policy guidance and expert technical advice on maritime governance, maritime security, maritime law enforcement, and international maritime frameworks to support the development of appropriate structures and systems, with specific reference to maritime security forces and maritime administrations, to enable the mission to provide Strategic Guidance to the Federal Government of Somalia (FGS) in the Maritime Domain. • Provide technical assistance to the FGS towards the domestication and enforcement of international maritime instruments. • Strengthen the Somali Maritime Administration's institutional capacity to achieve Initial Operational Capability and efficiently perform its mandate. • Development of strategic and policy guidance documents, concept notes, ToRs and various written outputs in support of the Somalia Maritime Administration, National Maritime Coordination Committee, Maritime Police Working Group, Women in the Mari-time Sector. • Draft thematic papers to support the development of maritime security and blue economy related institutions. • Support the development of a National Maritime Strategy in coordination with national counterparts and international partners. • Provide inputs to UN Secretary General reports, Code Cables, quarterly trend analysis, briefing notes and talking points as required. • Continued engagement with national counterparts and international partners.
Task description
Under the direct supervision of Senior Security Sector Reform Officer/Maritime Adviser, and reporting to the Senior Maritime Officer within the Security Sector Reform Section, the UN Youth Volunteer will support strategic engagement and coordination of Maritime Governance, the UN Youth Volunteer will undertake the following tasks: • Support the development of appropriate structures and systems as part of Somalia’s state-building process, with specific reference to international maritime instruments, and maritime security. • Facilitate drafting, advocacy, and adoption of National Maritime Strategy, including maritime security architecture. • Develop proposals to international partners to support the development of maritime administration, security and blue economy-related institutions. • Coordinate information sharing and assist in developing Maritime Domain Awareness capability. • Advance and advocate UN maritime thematic issues relating to the Sustainable Development Goals
